Description
Notice of intent to award a sole source simplified acquisition to AllTransPack, Inc. Under the proposed purchase order, the contractor will provide IATA certification and recertification as stated in the following Statement of Work: Background: Logistics permanent party and disaster assistance employees (DAE) are responsible for planning, directing, controlling, transporting, and managing disaster commodities, generators, material, equipment and supply operations for disaster response. Additionally coordinating logistic services- which includes commercial transportation including hazardous material and equipment. Transportation may occur using road, rail, air or sea assets using commercial or DoD assets. International Air Transport Association (IATA) certification is essential to the functionality of the Logistics Branch personnel. The IATA training is in accordance with the Federal hazardous material transportation law and provides the certification needed to transport hazardous materials. IATA certification provides Logistic personnel the capability to insure that disaster commodities, generators, material, equipment, and personnel are transported in a manner that is in accordance with the Federal hazardous material transportation law, which greatly effects Logistics response operations. Based on the Department of Transportation IAW the 49 CFR Part 171.2 and Subpart H - Training noted in Section 172.704 a-e, no person may offer or accept a hazardous material for transportation in commerce unless that person is registered in conformance with the Federal hazardous material transportation law. The purpose of this contract is to provide IATA certification/recertification for air transport of hazardous equipment, goods, and material Logistic personnel to insure that they are capable of performing their designated duties and providing a timely disaster response. In order to provide this training, the contractor will shall perform the tasks outlined in the statement of work. Scope of Work FEMA Logistics Branch requests AllTransPack Inc. to provide training and certification in courses provided and certified by International Air Transport Association (IATA) to designated Logistics personnel. Logistics Branch requests AllTransPack Inc. to offer IATA certification/recertification for up to 50 students at: Atlanta, GA Logistics Center July 26-28, 2005 Fort Worth Logistics Center located in Fort Worth, TX August 2-4, 2005 Moffett Field, CA August 16-18, 2005 AllTransPack Inc. will provide the training to a list of approved attendees, which will be provided to by the Logistics Branch. As part of their bid, AllTransPack Inc. will provide funding for instructor?s daily rate, accommodations, travel expenses and perdiem. AllTransPack Inc. will also provide IATA workbooks and exams covering 49CFR and any applicable IATA regulations and 49 CFR manuals for 50 students. The notice of intent is not a request for competitive proposals. However, interested parties should submit a description of their technical capabilities and qualifications by July 22, 2005. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.
