Description
PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Field Studies Branch of the Division of Respiratory Disease Studies, Centers for Disease Control in Morgantown, WV seeks 3 Masters level statisticians that will each spend on average 20 hours per week at DRDS/NIOSH, for a period of one year, working with Field Studies Branch researchers carrying out this service. These statisticians will work with FSB researchers on ongoing research studies and will provide SAS programming and statistical analysis support to Field Studies Branch research projects. The contract statisticians should have good command of general statistical principles and methods and should be able to apply this knowledge using SAS (Statistical Analysis System) to applied research data. Data that will be managed and analyzed by the contractor is subject to the provisions of the Privacy Act and Assurance of Confidentiality. Contractors are required to comply with these provisions. The contractor will provide a PhD level Principal Investigator(s)(PI) for this project. The PI(s) will provide general supervision to the Masters level statisticians and will provide occasional statistical advice to NIOSH researchers either directly or through the contracted Masters level statisticians. Field Studies Branch researchers will provide day to day technical direction for the individual contract statisticians. The PI will be responsible for overall management of contract work and contract personnel. The PI and the contract statistician(s) are identified as key personnel. Key personnel are to be identified in writing by the contracting organization to the Contract Officer for approval by the Contract Officer in collaboration with the Project Officer. NIOSH will supply an on-site office and access to computing resources necessary to complete the task. Schedule of Deliverables and Payment Schedule Individual activities will be tracked by the NIOSH project officer and each activity will have its own set of milestones, goals, and deliverables. Partial payment is authorized with invoices being submitted on a monthly or quarterly basis. If any exceptions or assumptions are taken by a contractor with regard to any aspect of this RFQ, they should be so stated in the quote. All responsible sources may submit a response, which shall be considered by the Agency. The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quote conforming to this solicitation is considered most advantageous to the Government, price and other factors considered. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with information included in this notice.
