Description
The Health Resources and Services Administration (HRSA) is conducting a sources sought/market survey to locate small business, HUBZone, and/or 8(a) firms under NAICS Code 541990 ($6M) capable of developing and implementing a leadership development program which will enable a group of 30 participants (20% minority) identified as emerging leaders in allied health education to engage in a national-level program to develop leadership skills for the Bureau of Health Professionals (BHPr). Ultimately, the purpose of this contract is to provide leadership and mentorship for the allied health community The Allied Health Leadership Coalition will be a collaborative partnership of five (5) national groups that reflect the majority of education and practice in the allied health professions. The five (5) national groups are: (1) Association of Schools of Allied Health (4-year academic institutions), Health Professions Network (allied health professional associations), National Network of Health Career Programs in Two-Year Colleges (community colleges), National Society of Allied Health (Historically Black Colleges and Universities that offer Allied Health Programs), and American Association of Community Colleges (community colleges). The tasks to be carried out under any resultant contract require the contractor to: (1)Submit a list of 10 candidates drawn equally from the five(5)sponsoring organizations that will form a Leadership Coordinating Committee (LCC) that will assist the contractor in planning and implementing the training; (2)Convene and conduct a one-day planning meeting with the LCC and the Project Officer. The meeting will produce an overall plan for the scheduling and implementing of the workshops; (3)Coordinate a conference call with LCC and Project Officer to update and finalize plans; (4)Provide logistical and management services for the two(2) five-day workshops. This includes securing and arranging the required meeting space and arranging audiovisual equipment. It also includes arranging and paying for travel, lodging, and per diem costs for 15 mentors, contractor staff, and other participants; (5)Convene and conduct a two-day planning meeting with the LCC and Project Officer; (6)Facilitate communication among the 30 participants and 15 mentors during the year long leadership program by monitoring the reporting mechanisms devised in the planning session for this purpose; (7)Prepare and submit quarterly reports, which shall contain detailed explanations of all activities related to the work plan; (8)Prepare and submit a detailed, but non-verbatim, draft summary of workshop proceedings after each session; and (9)Prepare and submit a final report to include revised summaries of the workshop proceedings, a summary of all activities for the year, and recommendations based on feedback from the participants and the LCC. The report shall not exceed 50 pages. Interested parties shall submit their capability statements demonstrating their capability to perform this work in sufficient detail to assess their ability. Potential contractors must demonstrate an expertise in allied health. Potential contractors must have thorough understanding of allied health and the needs for this group of professionals in the areas of leadership and mentorship on the national level. Potential contractors must demonstrate an understanding of allied health and the necessary steps it takes to develop a leadership and mentorship program on a national level. Interested parties should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not limited to, Government and commercial contracts, providing references (with names, telephone numbers, and email address) and any other information serving to document the interested party?s capability. A draft copy of the statement of work is provided for informational purposes only.
