- The Department of Health and Human Services/Substance Abuse and Mental Health Services Administration, through the Program Support Center provides the following: This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can provide the following: Customized Training and Technical Assistance to Targeted Community and Faith Based Substance Abuse Treatment and Recovery Service Provider Organizations Description: In January 2001, President George W. Bush signed an Executive Order, expanding the 1996 Charitable Choice Legislation enacted under President Clinton's Administration. The Executive order required HHS and other Federal Agencies to identify and eliminate regulatory and programmatic barriers that would prevent faith based and grassroots community organizations from successfully receiving Federal grants, contracts, and the effective delivery of services in local communities. In FY 04, President Bush introduced the Access to Recovery Program (ATR) Grant, a SAMHSA mandated treatment and recovery support initiative, offering those affected by the substance abuse opportunity to choose treatment and recovery services among community and faith based treatment and recovery service providers. Since 2002, SAMHSA has undertaken this effort to increase the capacities of faith and community based substance abuse and recovery service providers to deliver quality and effective treatment and recovery services in respective communities. SAMHSA has provided technical assistance and training to over 7,000 individuals representing faith and community organization as a result. In FY 2005-06, SAMHSA desires to continue it technical assistance effort to specific targeted faith and community organizations demonstrating organizational readiness to become FY 05-06 SAMHSA grant awards recipients and to organizations that are current or potential ATR service providers. Anticipated period of performance is (1) year. Core tasks for the contract will include: (1) Establishment of ongoing technical assistance to identify the training needs of selected 10 grassroots faith and community treatment and recovery service provider organizations; (2) Conduct 3 (2 )day technical assistance (TA) workshops/ meetings in the state of the Alabama in each of the two selected (2) regions in Alabama, for a total of 6 events. The TA events shall address four (4) of the following topics and others that may be identified as a results of the TA needs assessment. -Substance Abuse Treatment ? Pathways to Recovery -Substance abuse treatment and recovery program services Model programs -Development and Creation of Sustainable Substance Abuse and Recovery Support Management Services. -Fiscal Management and Auditing -Program Evaluation Using the Logic Model ( both process and outcome) -Substance Abuse Treatment Licensing and Certification Requirements and Standards for Recovery Support Services. -HIV/AIDS and its Interrelatedness to Substance Abuse Treatment -Grant writing -Strategic Planning and Visioning 3. Secure meeting sites and hotel accommodations, provide pre-meeting logistical services, preparing, developing and obtaining meeting materials, such as registration forms, brochures, invitation letters, agenda, participant lists, preparing thank you letters, and processing participant and speaker reimbursements. GPO reserves the right to approve all of the items listed. 4. Administer SAMHSA's participant satisfaction survey and 30 day follow-up survey to evaluate each technical assistance activity. Contractor will be required to participate in GPRA data collection process and therefore will be responsible for the collection of event data as well inputting the data into SAMHSA?s data base. 5. Submit a monthly report (one page) concerning the progress of the project by the tenth (10th) of the following month. The report shall include meeting survey summaries; summary of action steps taken to execute meetings including selection of presenters, problems encountered and resolutions, description of partnerships and discussion of outcomes. 6. Submit resumes of staff, trainers/ consultants to the Government Project Officer (GPO) for approval. The staff, trainers and consultants shall be culturally appropriate, diverse and reflect the populations to be served. The GPO shall reserve the right to identify expert consultants/ trainers on specified topics when deemed necessary. 7. Complete and submit a final report written within 60 days after the final series of training activities. The report shall include pre and post customer satisfaction meeting survey summaries; summary of action steps taken to execute meetings including selection of presenters, problems encountered and resolutions, description of partnerships with other agencies,, demographics of participants, discussions of outcomes including descriptive chart representations, names of staff and consultants used, participants list and recommendations for the future. The minimum contractor requirements are (1) In-depth knowledge of substance abuse treatment, recovery support and HIV/AIDS promising practice models; (2) Keen knowledge and understanding of substance abuse, use, prevention and treatment and President Bush's Access to Recovery (ATR) grant program; (3) Knowledge of the concepts and methods of program analysis and evaluation; (4) Demonstrated experience in delivery of technical assistance to grassroots faith and community organization, substance abuse treatment, recovery, practices, and other related issues; (5) Excellent proficient and analytical writing skills; (6) Experience with collecting, analyzing, and reporting information and submitting GPRA information to SAMHSA's database; and (7) Demonstrated ability to conduct grant writing technical assistance resulting in participants' successful Federal, state, and local grant awards.
