- A Firm Fixed Price construction contract is contemplated for the manufacturing of brows for finger pier access to fleet craft at Suisun Bay Reserve Fleet in Benicia CA. No plans will be provided. Estimated cost is between $25,000 and $100,000. An Invitation for Bid (IFB) is scheduled to be released 7/13/05 with a closing date of 7/26//05 at 3:30 pm. Preposal Conference will be held on 7/18/05 at 10:00 am. Please contact the Contracting Officer as soon as possible if you are interested in receiving this IFB and with your intent to attend the conference. Suisun Bay Reserve Fleet It is located approximately 4 1/2 miles north-east of Benicia, CA at the Lake Herman Road interchange to state highway 680. BROWS FOR FINGER PIER ACCESS TO FLEET CRAFT Scope of work: This contract is to manufacture and install three suitable brows for personnel and equipment access to the fleet craft mooring berths at the Suisun Bay Reserve Fleet, located approximately 4 ? miles north-east of Benicia, California at the Lake Herman Road Interchange to state highway 680. The contractor is to provide all labor and materials needed to construct and install three brows that will be install on our existing vehicle and access pier and lead to each of our three fleet craft mooring berths more commonly referred to as finger piers. All brows are to be constructed using sound marine engineering practices and should be of a light weight metal product such as aluminum. The deck or walkway portion of the brow shall be designed using a slip resistant product or construction method that will allow personnel to safely use the brow during inclement weather without fear of slipping on the wet surface. The brows should be of sufficient length so that they will raise and fall with the finger piers with the changing of tide conditions. It will be the responsibility of the contractor to perform an engineering study to determine the necessary length of the brows based on the availability of tide and current data. The walkway or width of each brow should not exceed more than forty inches. Brows also require handrails of suitable height to allow personnel to hold or grasp the handrails while walking on or crossing the brow to and from the finger piers. During the installation portion of the contract the brows will need to be installed on the main vehicle pier and aligned with or near the centerline of the finger piers as possible. The Suisun Bay Reserve Fleet will be responsible for the removal of the existing brow during the installation phase when the contractor is ready to install the new brows.
