Description
The Huntington District Corps of Engineers intends to procure a contract for Environmental Consulting Services for projects assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division geographical boundaries whi ch include the Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts. The contract will be awarded as a firm-fixed price indefinite delivery indefinite quantity type contract. Contract period will be for a base period of o ne year with a provision for (4) four option years for a total amount not-to-exceed $10,000,000.00. Work includes environmental consulting services involving cost engineering, cost estimating and project scheduling services for civil works, military and h azardous, toxic, and radioactive waste (HTRW) projects. Work will require use of Second Generation MCACES (MII) cost estimating software developed by Project Time and Cost, Inc. of Atlanta, Georgia and Primavera project management software. Prospective fir ms must have experience in cost engineering and cost estimating for environmental projects in support of the Department of Energy, military and HTRW projects and experience with the Corps of Engineers process of scheduling projects in P3 scheduling softwar e. The selection criteria are listed below in descending order of importance. All responsive proposals shall be evaluated by utilizing the following factors: (A) Professional Qualifications; (B) Specialized Experience and Technical Competence; (C) Capac ity to Accomplish the Work and (D) Past Performance. This announcement is 100% set aside for small business. The NAICS code for this procurement is 541620 with a size standard of $6,000,000.00. Solicitation documents will be available on July 27, 2005. Award will be made as a whole to the offeror whose proposal conforms to the solicitation and has been determined to be the most advantageous to the Government, all factors considered.
