Description
The Kansas City District, U.S. Army Corps of Engineers seeks the professional services of an accredited academic institution or consultant to develop and administer a part-time leadership/management development program for a maximum of 12 Corps of En gineers employees. Disciplines of participants in the program include science, engineering, and administration. The overall objective of this program is to help these employees learn, grow, and develop into effective leaders/managers within the Corps of E ngineers, and the Kansas City District in particular. This procurement is a Best Value, Request for Proposal (RFP) for Commercial Item/Services. Competition is full and open using simplified acquisition procedures. This solicitation contains a Base Year (FY06) period of performance 01 October 2005 through 30 September 2006, with four (4) one-year renewal options, which may be exercised at the discretion of the Government. The Contracting Officer will evaluate responsible offers on the basis of Best Valu e to the Government. The Government is more concerned with other factors than with making an award to the low bidder. In addition to using pricing as a determining factor, evaluation of the Contractors proposals will be made using the following factors: (1) Facilitator Qualifications, (2) Past Performance, (3) Program Elements, (4) Corporate Experience, (5) Continuing Education/Credit Hours and (6) Pricing will be considered. Award will be made to the responsive/responsible offeror whose offer conforms to the solicitation and offers the Best Value to the Government. The government intends to issue this solicitation and any amendments through the Kansas City District website.
