- 1. CONTRACT INFORMATION. The Walla Walla District intends to award one indefinite delivery type (IDT) contract for architect-engineering services for cost engineering services in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6 . Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. See Numbered Note 24 for general information on the A-E selection process.. The awarded contract shall be for a base period with 2 option p eriods. A period will not exceed one calendar year, but may be exercised early if it is in the best interest of the government. The total contract duration will not exceed 3 years 6 months. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 50.9% of the contractors intended subcontracted amount be placed with small businesses (SB), including 8.8% with small disadvantaged businesses (SDB), 7.2% with women-owned small businesses (WOSB), 2.9% with HUBZone Small Business, and 0.5% with service-d isabled veteran-owned small business. The plan is not required with this submittal. The North American Industry Classification System (NAICS) code is 541330. The small business size standard is that average annual receipts for its preceding 3 fiscal yea rs must not exceed $4.0 million. 2. PROJECT INFORMATION: Professional cost engineering services include, but are not limited to, cost engineering, cost estimating, program and project management, planning and scheduling, cost and schedule performance me asurement and change control, and value engineering. These services are required to support the COE HTRW, civil works and to support the corps in their support to other agencies, such as but not limited to Department of Energy (DOE), environmental restor ation (ER), waste management (WM), decontamination and decommissioning (D&D), Office of Site Services (OSS) and Office of River protection (ORP). Knowledge and experience will also be required to complete required work in the use of micro-computer cost e stimating system M-CACES Gold computer software, and the corps new estimating software MII., COE and DOE work breakdown structure, activity based cost (ABC) estimating techniques, baseline cost estimating, risk Analysis, critical analysis and scheduling t echniques, and other related skills. The COE will administer this contract to provide these services. 3. SELECTION CRITERIA: See Note 24 for general selection process. Professional qualifications, experience, and capability are required to provide cost engineering services from the planning phases through final project completion. The selection criteria in descending order of importance are: a. Specialized Experience and Technical Competence, as follows: (1) Experience with COE HTRW and civil works pro ject cost engineering (2) Experience with DOE ER, WM, D&D, OSS operation, ORP operation, critical Analysis, maintenance, and construction cost engineering (3) Technical knowledge and experience in the use of COE regulations and publications that support th e cost engineering services required (4) Technical knowledge and experience in the use of DOE regulations and publications that support the cost engineering services required. b. Professional Capabilities: For satisfactory performance of work required unde r this contract or work performed by individual delivery order, professional qualifications of firms staff and consultants will be required. c. Demonstrated capability and capacity of the firm to perform the above work to meet short suspense dates. d. P ast performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. e. Extent of participation of SB, SDB, WOB, historically black colleges and universities, and minority institutions in the proposed contract terms measured as a percentage of the estimated effort. f. Volume of DOD contract awards in the previous 12 months. 4. SUBMISSION REQUIREME NTS. Interested firms having the capabilities to perform this work must submit two copies of SF 330 Part I, and two copies of SF 330 Part II for the prime firm and all consultants, to the above address not later than 4:00 PM on the response date indicated above. The SF 330 Part I shall not exceed 50 pages (8.5 x 11), including no more than 5 pages for Section H. Each side of a sheet of paper is a page. Use no smaller than 12 font type. Include the firm's ACASS number in SF 330, Part I, Section H. For AC ASS information, call 503-808-4590. In SF 330, Part I, Section E.19, do not list more than 10 relevant projects. In SF 330, Part I, Seciton F, do not list more than 5 example projects. Facsimile transmissions will not be accepted.
