Description
The National Park Service plans to solicit proposals to install environmental controls and a fire suppression system in the Hampton Mansion, Hamption National Historic Site. The mansion is located just off of Hampton Lane near Towson, Maryland about 10 miles north of Baltimore, Maryland. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform the operations required for the successful completion of the project. The work includes, but is not limited to: *Installation of a new geothermal deep well cooling system onsite. *Installation of new air handling units. *Installation of new building systems such as HVAC, electrical, plumbing, and fire protection. These will have to be sensitively installed to minimize visual intrusion and loss of historic building fabric. *Rehabilitation of historic building finishes, doors, and windows. *Installation of some new doors and finishes. *Installation of site utilities including a new underground electrical service and underground piping for the geothermal cooling system. *Options for additional demolition, plaster repair and painting, new louvered doors, weatherproofing external doors and windows, and new boiler for the mansion. The electronic Request for Proposals will be issued approximately July 27, 2005. The solicitation package will be available on the Department of Interior (DOI), National Business Center (NBC) website at http://ideasec.nbc.gov. No paper copies of this solicitation will be available. No phone requests will be accepted. Prospective Offerors must register on the NBC website to obtain a copy of this solicitation and to receive an electronic notification of any amendments. This service is provided for convenience only and does not serve as a guarantee of notification. Offerors are responsible for visiting this website periodically. No other notifications will be issued. The solicitation package will contain the price schedule, specifications, drawings and evaluation criteria for the selection of a contractor. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. The drawings and specifications will be available in Adobe PDF format. Available funding for construction award is $1,200,000. Time for completion: approximately 180 calendar days. It is anticipated that the notice to proceed will be issued in September 2005, with an expected completion date of approximately February 28, 2006. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical proposal and a price proposal. Submitted proposals will be evaluated on both price and technical qualifications with each being of approximate equal value. A panel will evaluate technical proposals on the following criteria: 1) Experience of firm with particular emphasis on similar historic preservation projects; 2) Experience in effective project management including managing subcontractors, and cost and schedule control; 3) Specific trade expertise related to this project including geothermal cooling systems, environmental controls in historic structures, fire suppression systems in historic structures, site work and general building rehabilitation work; 4) Qualifications of team's key management personnel; and 5) Organization of construction team. The intent is to award this project as a single, firm-fixed-price contract based on the best value to the government. This project will be a HUBZone set-aside.
