SOURCES SOUGHT SYNOPSIS issued by FISC Norfolk Det. Philadelphia - This is a market survey for written information only to ascertain whether the effort contemplated under this procurement, as set forth in the Statement of Work included below, can be issued competitively and/or set aside for small business firms. Firms must reply to this announcement in order for the submission to be reviewed by the government. This is not an announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Standard company brochures will not be reviewed. The applicable NAICS code is 611430. Firms with commercial off-the-shelf training and education for leadership and management who are capable of providing the services described in the draft Statement of Work posted below are invited to submit, in writing, sufficient information to demonstrate their ability to fulfill the requirement. Submissions are not to exceed two (2) standard size typewritten pages. Firms responding must provide information on their size status (large, small, or 8(a)) along with their submission. The due date for submitting Capability Statements is COB 27 July 2005. Statement of Work for Online Leadership Courseware and Support for the Naval Personnel Development Command NPDC seeks contractor support in creating, developing, and/or expanding an e-learning environment using on-line, web based, commercial-off-the-shelf (COTS) training and education for leadership and management to be used in support of Navy senior enlisted and civilian personnel. The Contractor shall provide web based courseware for leadership and management content and incorporate a web based advice support system that addresses common management challenges and provides counseling to support issues faced by managers and leaders that apply to a Navy environment. The training shall include an on line management system that allows Navy administrators to track students, course completion and diagnose skill gaps and potential student management issues. The management system shall be capable of generating on screen and hardcopy reports. The contract shall also include support services including technical integration, implementation assistance, measurement and measurement consulting, and training for Navy administrators and instructors and conceptual development of custom e-learning projects. The Place of Performance shall be at the Center for Naval Leadership a component command of NPDC in Norfolk, VA. The period performance shall be one year with 4 additional one-year option years. All data and data rights associated with this effort shall be the property of the U.S. Government. The government shall provide the contractor with necessary access to government spaces, facilities, and personnel with functional and business expertise required to perform the tasks outlined herein. The contractor shall provide all labor and materials to perform this requirement as necessary that are not included in Government Furnished Property. Travel may be required on an as needed basis. Software Operating Environment. All of the products and services under this contract shall conform to SCORM standards. All products and services shall be NMCI certified and use only the NMCI gold disk components and plug ins. All products shall conform to NETC/NPDC established network security and firewall guidelines, which can be accessed on the NPDC Internet Public site. The courseware shall operate on MS Windows 2000 ashore, Win2000 afloat, Windows XP OS, NT operating systems, MS Windows, and MS NT personal computer hardware. Requirements. Leadership and Management Courses. The contractor shall provide a minimum of ten (10) distinct leadership and management courses developed using material and approaches endorsed by professional authors recognized in the fields of management, leadership, and business. The courseware shall be a web-based product that the end user can operate on-line using a personal computer and Internet connection. The contractor shall provide licensing for 50,000 personnel for the courseware for the basic year of the contract. The contractor shall provide up to 75,000 licenses for option year one, 100,000 licenses for option year two, 100,000 licenses for option year three, and 100,000 licenses for option year four for Navy leadership training use of the courseware. At a minimum, the courseware shall teach the following objectives and skill areas: a. development of subordinates? competence and commitment to promote maximum productivity as self reliant performers; b. understanding the internal transition processes involving change and successful guidance steps in the transition process; c. developing skills in problem solving techniques and critical thinking that enable individuals / organizations to quickly adapt to work environment changes; d. developing fundamental communication skills to address and prepare for interpersonal issues; e. skills in team building on site or in remote situations; f. skills in creating work environments where respect, cooperation, and diversity are encouraged and promote greater productivity and personal fulfillment; g. skills in promoting a continuous learning organization that embraces change, while recognizing the value of traditions h. the organization objective and long term organization success; i. promoting innovation as a strategy and how to instill this strategy in projects; j. helping managers develop successful internal and external partnerships by knowing more about their own management personality type. The contractor shall provide a minimum of 25 hours of instruction overall. Each skill and objective shall include a minimum of one hour of content. -The contractor shall provide a web based management system and support tool that enables Navy administrators or trainers to track students, course usage and completions, diagnose skill gaps, student problems, and other relevant features to enhance or facilitate student administrative procedures and processes. The contractor shall provide unlimited Navy access for all instructors and administrators to the administrative tracking tool and measurement tool. Military student progress and course completion shall be seamlessly registered in the student?s Electronic Training Jacket through the Navy?s Training Management and Planning System (NTMPS). The contractor shall provide other areas of support as follows: -The contractor shall coordinate with NPDC and NPDC IT personnel to integrate the courseware, tracking system, on line advice, introduction video, and advanced online measurement system into NKO or the LCMS used by NPDC to provide an on demand, web based support system for the prescribed number of users in section 3.1.1 and for an unlimited number of users in each of the four option years. The technical solution shall use a combination of CD ROM access and the Internet to deliver the courseware and provide optimum performance for various connection speeds, particularly for video and other bandwidth intensive media. -The contractor shall provide implementation assistance for the training to include alignment and sequencing of the courseware based on input from Navy subject matter experts (SME), integrating the courseware into the Navy?s Leadership offerings, and handling kickoffs for the basic provisions of the contract. -Provide a ?train-the-trainer? program for up to twenty five (25) instructors for forty (40) hours of formal instruction at the designated Navy site that includes all of the courseware and other tools and services covered under this statement of work. Additionally, the contractor shall provide twenty four (24) hours of formal training for up to twenty five (25) administrators on using the tracking system at the designated Navy site. Training shall be provided once per year for a total of 40 training hours per year. Accuracy of training shall be measured by student feedback. First training course shall occur after first course delivery. -The contractor shall provide an on demand help desk support system for the instructors, administrators, and other members of the Navy support team as part of the training during the term of the contract. The help desk shall provide ?second level? support. End users shall call the help desk for the help desk to analyze the problem before referring the user to the other support this contract provides. It shall be accessible through and operate from the Navy/Marine Corps Intranet-compatible, NKO and the Navy LCMS in the military domain. If support is to commercial or other than Navy/Marine Corp sites with network security or NMCI issues, other acceptable methods of help desk support must be established. Technical Services. -The contractor shall provide NPDC with access to a web based advice support system via the Internet that addresses common challenges faced by Navy military and civilian leaders. The on line advice system shall include both video and text information content on such topics as basic leadership issues, management challenges, working in teams, communications skills, and basic project management concepts. The advice systems, as well as the courseware, shall be integrated with and accessible through the Navy Knowledge Online and NPDC?s Navy Learning Management Systems. The Contractor shall provide licensing for 200,000 Navy civilian and military personnel for the online advice tool for the basic year of the contract. The Contractor shall provide licensing for unlimited Navy civilian and military personnel for the online advice tool for each of the four option years. -The contractor shall assist the Navy in defining and building an advanced on line measurement system that can be put in place for Navy administrators. The contractor shall establish a skill baseline and build a model covering four levels of measurement including learner reaction, knowledge transfer, job application and organizational performance. The objective is to determine the level of knowledge obtained for leaders and managers and build a link between the training and performance on the job. Unlimited Navy use of the capability shall be provided. -The contractor shall coordinate with NPDC and NPDC IT personnel to provide technical integration of the online advice system into NKO or the LCMS used by NPDC to provide an on demand, web based support system for the prescribed number of users, provide single login ID and password (to Navy Knowledge Online), and provide the ability to launch directly into any course or simulation as required. -The contractor shall provide implementation assistance for the training to include alignment and sequencing of the courseware based on input from Navy subject matter experts (SME), integrating the courseware into the Navy?s Leadership offerings, and handling kickoffs for the provisions of the contract. -The contractor shall assist the Navy in defining custom e-learning modules for specific Navy content and episodes to include establishing objectives, defining subject matter, and recommending content.The Contractor shall support subject matter changes in the leadership continuum that provides all Navy Enlisted sailors to have their portfolios online. -The contractor shall develop and integrate a custom fifteen-minute introduction video into the courseware suite based on scenarios established by NPDC.
