Description
The Bureau of the Public Debt on behalf of the Financial Crimes Enforcement Network (FinCEN), intends to negotiate a sole-source procurement for a personal service contract to perform Management Support Services. The Contractor shall perform management advisory services. The contract will be for a base period with four (4) one-year option periods. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. The contractor must have an in-depth comprehensive knowledge of FinCEN and how each division within FinCEN uses its manpower and how the Divisions interact with one another to enforce the legislative and regulatory mandates of both the Bank Secrecy Act and the USA Patriot Act. The required services/responsibilities requires extensive experience in position management and position classification to include: developing, without drafts, position descriptions up to and including the SES level, crediting plans, and definitions of specialized experience for positions at FinCEN. Products are expected within two days and are written independently and with minimum interaction or dependence on other HR staff and with minimum consultation with FinCEN?s managers. This work requires extensive knowledge of the functions performed throughout FinCEN to determine how the work is structured and may be restructured. The contractor must have experience in conducting desk audits and in advising on classification appeal issues. Serve as expert witness on classification issues, reviewing applicants for basic qualification determinations. The contractor is solely responsible for entering specific position description information into the Treasury Human Resources Information System and must be fully proficient in using that system. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient technical detail and documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to make a sole-source award to Jeffrey Caplan.
