- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate and award a purchase order on a noncompetitive basis to Mr. Keith L. Hewitt, 7546 Westlake Terrace, Bethesda, Maryland, 20817, to provide professional and scientific support services for the NHLBI Office of Prevention, Education, and Control, Program Operations Team. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, and materials needed to perform the statement of work. The Contractor shall provide support services related to the (1) Development of a summary report of the June 17, 2005 Cardiovascular Disease (CVD) Thought Leaders Meeting. (2) Coordination of all activities related to the planning, conduct, and followup to a subsequent NHLBI CVD Stakeholders Meeting, which will be held in the fall of 2005, including identification of and working with a progressive, futurist firm that could conduct a management assessment and facilitate a change process with stakeholders to achieve optimum outcome, identification and incitation of meeting participants, direction of conference and meeting support contractor to arrange all logistics, and coordination of the development of a summary report of the meeting. (3) General program operations of the office. The Government expects timely support to be provided (which may be given verbally or in writing) to the Senior Manager for Program Operations, OPEC on issues/concerns related to program operations, which may include but not be limited to the integration of the CVD program activities of the office from the Contractor. The Government intends to provide on-site office space for the Contractor for the duration of this contract which includes the use of standard government equipment as needed. Approximately 1,680 man hours, averaging 40 hours per week, for a period of twelve (12) months is intended for the effort. The sole source determination is based upon the knowledge, skills and expertise gained by Mr. Hewitt, while he served as the NHLBI?s Information Center Coordinator, with the responsibility for managing product development and dissemination activities, managing the Government?s public health education programs and operations, and having served as Coordinator of National and Regional Conferences in OPEC, NHLBI. An award to any other source would affect NHLBI?s anticipated outcome based upon Mr. Hewitt?s experience, and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisition. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest which includes; documented extensive knowledge, experience in Government operations and familiarity with NHLBI?s CVD health education programming activities and partnerships. The Offeror is expected, too already posses the experience and ability necessary to perform assigned duties, and be able to contribute significantly to identifying issues related to OPEC program operations and make suggestions for resolution. The statement of interest must propose a methodology of assuring the achievement of timely and acceptable performance of the work, as well as the proposed method for administration of costs relevant to this contract, and at least three (3) references documenting past performance experiences and completion of projects. The submission will be evaluated on the Offeror?s hourly rate, documented knowledge, skills, abilities, and experiences as reflected in the statement of interest, and past performance. The statement of interest must be submitted on or before July 25, 2005 12:00 noon. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
