Description

The Naval Air Systems Command at Patuxent River, MD, intends to negotiate and award a Firm Fixed Price order to procure redesigned forward longitudinal differential bellcrank (FLDB) assemblies for the CH-46E helicopter, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. These redesigned FLDB assemblies will have the forgings machined per the Boeing drawings, and will include two new bolt assemblies, which are required for the new bellcranks. The current FLDB requires a non-destructive inspection every 100-flight hours. In order to perform the inspection, the flight control system must be disassembled and the FLDB removed from the aircraft. Breaking the integrity of the flight control system increases the risk of improper assembly and the possibility of accident. Forward deployed H-46 squadrons have identified the need for an inspection-free bellcrank due to the high tempo of flight operations. The proposed order will be awarded on a sole source basis to the Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
