Description
The FISC Norfolk Contracting Department, Philadelphia Division intends to issue a request for proposal (RFP) for a Purchase Card Data Mining Tool to support the Department of Defense (DoD) Purchase Card Program Management Office. Services are required for a twelve (12) month base period, estimated to begin on 01 January 2006, with provisions for four (4) additional twelve (12) month options. The contractor will develop, test, and implement a data-screening tool that will identify those transactions with the highest probability of being fraudulent or abusive. Additionally, the contractor will develop a risk assessment tool which uses established DoD Government Purchase Card (GPC) business rules and feedback from the data mining tool to assess the overall risk associated with the GPC program of a particular organization The performance requirements for the procurement will include: Phase 1 ? Development and Refinement Phase. The Contractor shall provide a data-mining tool that uses DoD data to develop a discreet neural network model combined with DoD-specific business rules to dynamically identify transactions at the greatest risk of being fraudulent or improper; Phase 2 ? Testing Phase; Phase 3 ? Implementation Phase. The contractor will provide the following deliverables: 1) Data Mining Tool - The Contractor shall provide a data-mining tool that uses DoD data to develop a neural network model combined with DoD-specific business rules to dynamically identify transactions at the greatest risk of being fraudulent or improper; 2) Risk Assessment Tool - The Contractor shall provide a risk based assessment tool that provides, on demand, a report card on the status of the internal controls of the purchase card program; 3) Data Rights - The contractor will provide to the Government all programming and coding associated with the development and operation of the tools; 4) Data - The Contractor shall provide data in accordance with Contract Data Requirements List; and 5) System Security Information - The Contractor shall provide the data required by DMDC to support the DoD Information Technology Security Certification & Accreditation Process (DITSCAP) process. The Government intends to award, on a full and open competitive basis, a cost reimbursable type service contract, to the eligible, responsible offeror whose offer represents the best value, considering price and technical factors, with technical factors significantly more important than price. When available, the RFP will be posted at the Navy Electronic Commerce Online (NECO) Web site, www.neco.navy.mil. Responses to the RFP are required, in writing, to Mike Capilato, Contract Negotiator, Code 204.21C, FISC Norfolk Contracting Department, Philadelphia Division, Philadelphia, PA 19111-5083. The North American Industry Classification System Code is 541511 and the applicable size standard is $21 million. Numbered Note 26 applies.
