Description

The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with ETS Lindgren for the purchase of a GTEM cell. Based on market research, ETS Lindgren is the only vendor who can meet the requirements of this procurement. NIST requires a GTEM cell to fit within limited laboratory space and must meet the following technical specifications: 1. Cell Size: final septum height of 1.1 m to 1.2 m, overall height not to exceed 2.5 m 2. Door Size: minimum 0.65 m by 0.9 m 3. Cell Weight: less than 1000 kg 4. Castors: the cell is to have castors for movement in a lab 5. Feed Thru: minimum 3 N type, 1 fiber optic penetration 6. Filter: minimum 1 20 amp, 2 line 7. AC Receptacles: minimum 2 8. Field Uniformity 30 MHz to 1 GHz: plus or minus 3 dB (meets IEC 61000-4-20 immunity specifications) 9. Field Uniformity 1 GHz to 20 GHz: plus or minus 4 dB 10. Input Impedance: 50 ohms 11. VSWR: less than 1.5:1 over the frequency range 30 MHz to 20 GHz (slight relaxation in some bands can be considered) 12. Input Power: up to 1 kW over the frequency band 30 MHz to 20 GHz 13. Isolation: minimum 80 dB shielding 30 MHz to 1 GHz This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not the use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
