- Western Area Power Administration???s Desert Southwest Region, located in Phoenix, AZ is requesting qualification statements for the installation of an Integrated Security Control System at one of our facilities. The selected contractor would be required to provide all labor, material, and equipment necessary to provide and install security gates and barriers, secure communications vaults, electronic security control systems, card access system, intrusion detection system, closed circuit television system and solar lighting system, which shall be in strict compliance with the approved specifications and drawings. Qualification statements will be reviewed for experience level and past performance. Successful respondents will then be requested to provide proposals under a formal Request for Proposal process. Contractors and employees will be required to meet residency requirements criteria prior to performance of services. In addition to residency requirements, prospective contractors must agree to the following security investigative procedures: National Agency Check and Inquiry (NACI); Vouchering of Employers; Resume/Personal Qualifications; OPM 329-A (Authority for Release of Information); and Drug Testing. These requirements must be met prior to being considered acceptable and given the opportunity to proceed to the RFP stage. It is noted that any employee testing positive for drug use will not be permitted from performing on this or any Government contract. Primary considerations: Experience with Johnson Controls Pegasus 2000 system card access system. Previously held or currently holding an approved Government Facilities Clearance. Potential vendors are to submit copies of their paperwork for verification. a. Any Electronic Security System Contractor (ESSC) who fails to submit all information exactly as requested will not be considered. Grounds for disqualification will exist if information is inaccurate or does not satisfy qualification requirements. b. Provide similar facility installations your company has installed within the past three (3) years incorporating Johnson Controls Pegasus 2000 card access system. The monitoring station will provide multiple, switching CCTV monitors integrated with the Pegasus 2000 system. The referenced projects must be similar to requirements of the project and furnished and installed by the ESSC. Minimum period of operation for each facility is six (6) months. c. For each installed facility system, list name and location of installation; date of occupancy by Owner; Owner???s representative, construction manager and general contractor if applicable, and current phone numbers and/or e-mail addresses. d. Provide a resume of the lead technician or engineer within your organization, for each installation provided as reference. This resume must include the persons training and certification for the Johnson Controls Pegasus 2000, if applicable. e. Provide a current, audited, and certified financial statement, from the most recent quarter or year end, indicating a minimum of 50% net worth of ESSC portion of work for contract amounts of $250,000. f. Submit listing of all applicable jobs in which ESSC is presently, or has been involved in litigation and status thereof. List all applicable projects the ESSC has been terminated from, for cause, convenience or non-performance, within the past five (5) years. List all applicable complaints filed, in the past three (3) years, with either the Arizona or Nevada Register of Contractors and the results of the complaint, or current status. g. Provide letter from Surety Company reflecting surety company???s history and experience with ESSC. This letter must inform Owner of position of Surety Company relative to supplying a 100% payment and performance bond should contract be awarded to ESSC. The letter must be an original and include date issued. It is anticipated that a firm-fixed price contract will be awarded and the period of performance is for all work to be completed by March 15, 2006. The estimated project magnitude is between $100,000 and $250,000. The applicable North American Industry Classification System (NAICS) code is 238210. The required work is in the Nevada/Arizona area. Please provide three (3) written, hard copies of your response to the Department of Energy, P.O. Box 6457, Phoenix, AZ 85005-6457, attention Mr. Lary Martin, no later than Noon PT, July 29, 2005. Electronic format will not be accepted for this portion of the process. Once your response is received it will be reviewed for acceptability and meets our qualification standards. Those contractors deemed acceptable will be contacted directly by this organization and will proceed to the formal Request for Proposal process. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) to be eligible for award. In addition, your organization is required to have a DUNS number from Dun and Bradstreet, which may take up to three (3) weeks to process, please go to the CCR website for more information in obtaining both of these requirements at www.ccr.gov. Further, as of January 2005 and in accordance with FAR 52.204-8, Annual Representations and Certifications, all prospective offerors are required to enter or update their Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov.
