- Description
- The Centers for Medicare and Medicaid Services intends to award, under Simplified Acquisition Procedures, on a sole source basis as firm fixed price award to ABT Associates, 55 Wheeler Street, Cambridge, Massachusetts 02138-1168 a project entitled ?Analytical File Development for Home Health Cost Reports?. The purpose of this project is to acquire technical assistance for the eventual construction of a SAS-format home health cost report analytical file useful for multiple purposes across CMS. Under this project the contractor will analyze home health cost report data available since the implementation of PPS, when the cost report was changed; and make written recommendations about how to address in the SAS file various issues of data comparability over time and across types of cost reports. The contractor shall provide the necessary personnel, materials, equipment, support and supplies to accomplish the tasks shown below. All work done under this task order shall be performed under the general guidance of the CMS project officer and is subject to his/her approval. All documents, data files, and any other products related to this contract, which are created during the course of this contract, shall be the sole property of CMS. The aforementioned shall not be used without the express written permission of CMS. Specific Tasks are as follows Task 1: Work planning: The contractor shall provide a project work plan that addresses the tasks, activities, and time line for completing the scope of work. With the approval of the project officer, the plan shall be updated by the contractor as needed. Task 2: Project Meetings: The contractor shall meet via telephone with the project officer as needed to discuss conceptual and technical issues that arise as the contractor carries out the analysis. The meetings will be scheduled in consultation with the project officer. Task 3: Analyze discontinuity and comparability issues and produce report on findings: The contractor shall analyze the cost report instructions and cost report data. The purpose is to understand the detailed problems of discontinuity and non-comparability across classes of records, and make recommendations for ways of resolving the data problems before final specifications can be created. Thus, the contractor shall identify and analyze problem data elements that appear to present barriers to comparability across time and across cost reports by type of agency. The contractor shall produce a report explaining the problems in final file specifications. In some instances, there will be no resolution and the recommendation will be to flag the data elements as not comparable across certain years of types of agencies. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis
