- The National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Communication (OC), Office of Media Relations and Public Affairs (MRPA) intends to procure, on a sole-source basis with The Newsmarket, 6 East 39th Street, New York, NY 10016, a system to market and distribute broadcast-quality video and other multimedia assets to news professionals around the globe for a one year base period (with four one year option periods). MRPA is charged with supporting the OC?s mission, ?to effectively communicate the most up-to-date, evidence-based information related to cancer prevention, detection, diagnosis, treatment, and survivorship across the U.S. and around the world to the media and, through the media, to the public. This consists of both ?breaking news? and informational pieces designed to serve as ?background? for news reports. The NewsMarket, Inc is a TV- broadcast news distribution service that brings newsmakers and journalists together via a single Web-based platform to create an efficient environment for the exchange of video news content. The NewsMarket provides the only currently available video archive and distribution platform that enables journalists from around the world to find, preview, and download free broadcast-quality video and other multimedia assets, including high-resolution stills, text documents, audio files and graphics over the Internet. This service is online and available 24 hours a day, 365 days a year, which ensures that journalists can locate and download content on demand as long as they are able to connect to the internet. Journalists are required to register before downloading content and The NewsMarket Inc. uses the information gathered during registration to target news releases to a self-specified audience interested in cancer information. Thus, journalists particularly concerned with news on cancer are automatically sent notices about newly uploaded cancer content. The NewsMarket, Inc. is the only known source to the NCI end user that is able to provide broadcast quality video conversion, distribution and marketing services it requires as described above. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI end user to determine if it can meet the requirements of this synopsis. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on July 22, 2005 Faxed and emailed capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI, contractors must be registered in the Online Representations and Certifications Applications (ORCA).
