Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. REPLACE THE MOTOR CONTROL CENTER IN BUILDING 1302 BOLLING AFB, WASHINGTON, D.C. 1. SCOPE. The work covered by this specification consists of safely operating and furnishing all labor, equipment, tools, parts, supplies, transportation, materials to provide removal, installation and testing of the (Motor Control Center) MCC in the north mechanical room of Blanchard Hall building 1302 for Bolling Air Force Base Washington, DC. 1.1. The Following work description shall not limit the contractors' responsibility or obligation to conform to all state and local laws and manufacturer's recommendations. 1.2.0. DESCRIPTION OF SERVICES. 1.2.1. Basic Services. The contractor shall provide full replacement and installation of a Underwriters Laboratories, Inc (UL) listed National Electrical Manufacturers Association NEMA 1 MCC enclosure, 3 phase, suitable for service with 208/120 V motors, 600 amp main bus with a 300 amp rated ground bus. New MCC will use copper bus bars and wiring. The motor starter buckets will mimic the number and size of the current in service units and will have Hand-Off-Auto (HOA) switches, Light Emitting Diodes (LED) for status indication, Motor overload protection, Control Power Transformers (CPT) with fused primary and secondary sides, and main circuit breakers in each bucket. Affix engraved nameplates with stainless steel screws on each circuit and/or bucket for identification. MCC will include at least 1 spare bucket of each size. 1.2.2. Location for the new MCC will be in the Transformer room with an estimated distance from equipment and existing MCC of approximately 30 feet. 1.2.3. Work and Materials will be in accordance with National Electric Code (NEC), American National Standards Institute (ANSI), Occupational Safety & Health Administration (OSHA) requirements and standards. 1.2.4. Develop a work plan with an outage schedule that is mutually acceptable. All power outages and necessary switching of equipment shall be coordinated through 11 CES Electrical Shop. 1.2.5. Ring out existing circuits to determine and verify intended function and operation of the old MCC. The verified circuits will be maintained in the new MCC. 1.2.6. Perform a short circuit and coordination study to determine required ratings and trip settings of the existing equipment for the new MCC to meet manufacturer requirements per NEC. Ensure all associated equipment functions properly. 1.2.7. Furnish and install new conduit with compression fittings overhead for approximately 12 motor circuits and any additional power/circuits fed from the MCC. The final connection will be flex to any motor termination box with a disconnect switch. Megger motor windings before landing the new cables and verify phasing and rotation. Maintain any existing power circuits by running new conduit and wiring to suitable junction box. Ensure all Energy management systems are reconnected to the new MCC and/or existing equipment, ensure equipment functions properly. Furnish and install new cable from the power switchboard breaker to the MCC, and new conduit, sized for 600 amps. Replace and install a new breaker in the switchgear cabinet that feeds the new MCC. Furnish and install a 4-inch concrete Housekeeping pad beneath the new MCC. All motor and equipment wiring will be copper with green ground wire included in all circuits. When completed remove all abandon equipment such as the old MCC, conduit, junction boxes & wire ensuring all other circuits are intact and functional. 1.2.8. Upon completion of work the contractor shall perform an acceptance test with a government representative present, to verify all associated equipment is operating & functioning properly per requirements within this contract. 1.2.9. Provide all test reports, coordination study, control prints, system design drawings, material, MCC specifications, and approval drawings for Bolling Air Force Base. Include Instruction books (4 copies) for file. 1.3. PARTS AND MATERIALS. All parts and materials shall be U.L. approved/listed. Only new parts shall be used in effecting the installation and or repairs. The contractor shall supply at their expense, (no cost to government) all materials, test equipment and supplies of the craft, trade, profession, or regular line of business of work as it relates to this Statement of Work, (i.e. lubricants, rags, cleaning items, solvents, tools, test equipment and software upgrade equipment etc.). 1.3.1. WARRANTY: Warranties offered under this contract shall be the standard warranties offered to the general public. All replacement parts obtained by the contractor will be invoiced at contractor's cost. Additional cost/mark-up on materials or work performed by sub-contractors will not be accepted. Government shall not pay any taxes. All documents shall be available for the QAP review and the contracting officer's review and audit 2. SERVICE DELIVERY SUMMARY: Performance Objective Performance Threshold Basic Services for Replacement of a Motor Control Center in building 1302. The contractor shall ensure Equipment operates properly; System functions efficiently; (Paragraphs 1. Thru.1.3.1.) Installation & Service of equipment will be completed 100% of the time and within 5 months. 2.1. PERFORMANCE PERIOD: The contractor will be required to meet with the government within 48 hours after contract award to establish a work schedule. Work will be completed & inspected within 5 months of the start date this contract keeping down time of equipment at a minimum and within the agreed upon schedule of this contract. 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: At the Government furnished facilities, utilities will be provided without charge to the contractor in connection with performance of this contract. These utilities include electricity, water and access to telephone services. 4. GENERAL INFORMATION. 4.1. Quality Assurance. 4.1.1 The government shall evaluate the contractor's performance under this contract using the 100% Surveillance method to ensure compliance of all specifications and objectives stated in the Statement of Work and Industry Standards. 4.2. QUALIFICATION OF CONTRACTOR/MECHANICS. 4.2.1.The contractor shall be regularly engaged in the installation and servicing of Motor Control Centers as indicated in this contract. The contractor shall provide supervision that is experience and fully qualified. All technicians must be License Electricians in Washington DC. The supervisor shall maintain direct control and close surveillance of all contract personnel who are performing installation of all equipment identified in this contract. Supporting documentation of each employee classification/certification used on this contract shall be submitted with proposal. 4.3. HOURS OF OPERATION. 4.3.1. Normal Hours of Operation. The contractor shall perform the majority of this service required under this contract during the following hours: 0700-1630 Monday through Friday. Contractor shall plan on completing all required work, make final tie in or switch power over during nights and weekends (outside of normal business hours) to ensure minimal down time. 4.4. SECURITY REQUIREMENTS. 4.4.1. The contractor and its employees shall conform to all base regulations and directive pertaining to security safety, traffic, fire, and personnel clearances insofar as they pertain to the contractor 's activities on Bolling Air Force Base. 4.4.2. The contractor shall be responsible for safeguarding all government property provided for contractor's use. At the end of each work period all government facilities, equipment, and materials, shall be secured. The contractor shall comply with all Occupational Safety and Health Standards (OSHA) Rules. 4.4.3. AF Form 75, Visitor/Vehicle Pass, will be issued by the Security Police, Pass and Identification Office, upon proof of employment, insurance, ownership of vehicle, and a valid drivers license. If for any reason an employee departs before the contract expires; e.g. terminated for causes, retirement, etc., the contractor shall retrieve all identification, including vehicle pass from the employee. 4.4.3.1. After obtaining names and social security numbers of each employee working on the contract, the 11th Contracting Squadron will submit this listing to the 11th Security Police Office for preparation of the AF Form 75. Name and Social Security number shall be submitted five (5) working days prior to start of work 4.4.3.2. Lost vehicle and entry passes shall be reported immediately to Security Police, and QAP. 4.5. PERFORMANCE OF SERVICE DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. All services to be performed under this contract have been determined to be essential for performance during crisis according to Department of Defense Instructions (DODI) 3020.37 and Air Force Implementation thereof. 4.6. CONTRACTOR FURNISHED ITEMS & SERVICES 4.6.1. GENERAL INFORMATION: Except for those items or services specifically stated in paragraph 3 as government furnished, the contractor shall furnish everything necessary to perform this contract. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F1A3D35102A100.
