DEPARTMENT OF THE ARMY UNITED STATES ARMY TACOM LIFE CYCLE MANAGEMENT COMMAND 6501 EAST 11 MILE ROAD WARREN, MICHIGAN 48397-5000 14 July, 2005 AMSTA-AQ-ASRD SUBJECT: Sources Sought Market Survey Request To Whom It May Concern: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a re quest seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on informati on requests. Data submitted in response to this market survey will not be returned. This information is presently being sought for planning purposes only. The U.S. Army Tank-automotive and Armaments Command (TACOM LCMC), requests information on technology for a corporate Learning Management System (LMS). The LMS solution would be a commercially available completely open and flexible web-based learning soluti on that does not require specific authoring tools, database software, or collaborative tools. The desired solution will enable TACOM LCMC to deliver defined training programs, assign required training, manage enrollments, manage individual development pla ns (IDPs), provide classroom management capabilities including scheduling and resource tracking, e-learning/host custom developed/produced on-line content, create and administer examinations, class surveys and certificates, report training accomplishments, and capture and report financial data in support of training activities. All administrative users and learners will have access to the system via secure internal networks. User permissions will be based upon the users role and need to access data. To assess the suitability of the user requirements, we invite you to participate in this market survey by examining the draft Performance Work Statement (PWS) and completing the markey survey response. Any supplemental information or commercial literature describing the performanc e, human factors, design/development, supportability, quality or other information not specifically requested in the questionnaire would also be useful.
