Description
The Government intends to include Kaba-Ilco key card access system into the solicitation for Project Number 52263, Whole Barracks Renewal, Buildings 550 and 551, Quad E, Schofield Barracks, Oahu, Hawaii. This electronic key card access system has th e following salient performance features and characteristics  expandable, electronics and batteries are housed inside the room protecting them from the environment, hidden mechanical override and removable core, visual and audible operation indicators, op erates on standard batteries, event audit trail tracking, real time system, resists forcible entry even though outside level is twisted off, meets ANSI/BHMA grade 1 requirements for lever torque test, and has a 2 year exterior durable and scratch resistant finish fully guaranteed for two years against tarnishing. Quad E is composed of four buildings designated to support the administrative and billet needs of the 3rd Brigade. Renovation of these facilities is being accomplished in two phases. The first phase (Buildings 549 and 552) is under construction and Kalba Ilco is providing the electronic card key system. The second phase (Buildings 550 and 551) are scheduled for construction award this year. Per recommendations of Engineering and Construction Bulletin, No. 2005-1, 18 March 2005, the Directorate of Public Works (DPW) has implemented a plan to ensure consistency, compatibility, and sustainability for electronic key card access systems for USAG-H I installations. Electronic key card access systems have become a standard feature for new construction and major renovation projects such as those under the Whole Barracks Renewal Program. Facilities impacted include barracks as well as administrative f acilities. This would avoid a proliferation of different brands of key card access systems, minimize/consolidate spare parts and stock, and establish a team of well trained maintenance experts. To sustain these objectives, the phase 2 construction (Build ings 550 and 551) should provide Kalba Ilco brand electronic card key system to: (1) Ensure consistency within the Quad  one system for the 3rd Brigade to program and manage; (2) Ensure compatibility with the system installed in Buildings 549 and 552; (3) Ensure maintainability and serviceability expertise by DPW staff; and (4) Proven durability and performance of systems installed to date. Utilization of another card access system would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Any interested contractors shall respond by August 29, 2005.
