- The Bureau of Reclamation intends to negotiate on a sole source basis with Matrix 5 Technologies Inc., 12687 W. Cedar Dr STE 220, Lakewood CO 80228 to acquire maintenance, repairs, and replacement parts for digital and analog strong motion systems, micro-seismic earthquake systems and related components owned by Reclamation and manufactured by Matrix-5 Technologies. The proposed action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The reason justifying this sole source procurement is: Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. The Contractor shall, at the request of Reclamation, perform the original design and developed specialized digital strong motion system components. These digital components include but not limited to, the TMC-5 (Triggered modem controller), PLMSP-2 (Phone Line/Modem surge protector), SURGPRT2/2E (Lightning surge protector for remote sensing via data cable). Specially configured interface cables for communicating with the digital strong motion earthquake recorders to retrieve seismic data from remote geographical locations. On occasion, it is required for personnel from the contractor to travel to Reclamation's instrumented site(s) to trouble shoot unique electronic problems that may develop. Any firm that believes it can furnish the items described above are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard: $21 Mil for North American Industry Classification System (NAICS) Code 541519.
