- NOTICE OF INTENT TO AWARD SINGLE SOURCE CONTRACT TO MARVIN DAVIS FOR CONTRUCTION OF FISH BARRIER. Construction of a rock gabion basket fish barrier with a concrete apron on Wall Creek, Washoe County, Nevada. The contractor will design and construct a fish barrier on Wall Creek to prevent upstream migration of non-native fishes. Specifics about the project design will be provided to the contractor, and the final design will be approved by the Service prior to the beginning of construction. The barrier will be designed to accommodate a minimum of 100 year flood flows and will be designed to blend in with the surrounding environment. The barrier will prevent upstream migration of brown and rainbow trout. When constructing permanent structures that potentially impound water or adversely affect hydrology of the surrounding area, many factors need to be taken into consideration such as geology, hydrology, climatic variations, biology, vegetation components, and impacts related to human activities. In addition, existing levels of stream stability, stream profiles, bed features, and channel patterns must be considered when implementing structural changes to stream morphologies. The adverse consequence of stream channel instability is associated with increased sediment supply, land productivity change, land loss, fish habitat deterioration, changes in both short and long-term channel evolution and loss of physical and biological function. Dr. David L. Rosgen of Wildland Hydrology has developed many methods and theories for stream restoration and the development of permanent structures within stream channels. While Dr. Rosgen's theories are widely known, only a select few geomorphologists and engineers are trained and certified to adequately implement his techniques. Training in Dr. Rosgen's techniques is required to design permanent in-stream structures without negatively impacting the natural functioning condition of streams. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Project proposed award date is August 1, 2005.
