- The US Department of Interior, through its Franchise Fund activity GovWorks, is issuing Request For Proposal (RPF) 14350405RP43737 to procure services for the Evaluation of Replant Payments for crops on behalf of the US Department of Agriculture, Risk Management Agency (RMA), Office of Research and Development, Product Development Division. RMA's mission is to promote, support and regulate sound risk management solutions to preserve and strengthen the economic stability of America's agricultural producers. RMA was created in 1996 and operates and manages the Federal Crop Insurance Corporation (FCIC) as part of its mission. Producers whose crops are damaged by insured causes may be eligible for replant payments under their policies. A producer qualifies for a payment under certain circumstances. Replant payments are available for barley, beans (dry and fresh market), buckwheat, cabbage, canola and rapeseed, corn, cultivated clams, flax, forage seeding, grain sorghum, mustard, oats, onions, peanuts, peppers (fresh market), popcorn, rice, rye, safflower, small grains, soybeans, sugar beets, sunflowers, sweet corn (fresh market), tomatoes, and wheat. Payments cannot exceed the amount specified in the applicable crop provisions. The resultant contract awarded under the solicitation will have both base and optional requirements, set forth as follows: Base Requirements: (1) Analyze and document fixed and variable costs producers encounter when replanting a crop and determine which of those costs should be covered; (2) Document cost of production budgets to determine if they vary by region; (3) Determine if current replant payment amounts are sufficient to cover each producer's cost of replanting the specific crop; Optional Requirements: (4) Provide a methodology and the basis for calculating replant payment amounts that fully compensate the producer's replanting costs; (5) Determine future replant payment amounts on a crop by crop basis; (6) Determine the impact on premium rates for any recommended changes; and (7) Determine which insured crops that are currently ineligible for replanting payments should be eligible and, if there are any, provide the information required in items 1, 2, 4, and 5 for those crops. The Offeror will propose the period of performance, which will be evaluated in accordance with Evaluation Factors and incorporated into the contract upon award. Potential Offerors should check the FedBizOpps website for details on the solicitation. The actual solicitation will be posted to the following website: http://www.govworks.gov/vendor/csolicit`.asp . The solicitation is set-aside for small businesses under NAICS code 541990 which has a size standard of $6 million. The resultant contract type is expected to be time-and-materials. Interested parties must respond to this RFP in order to be considered for award. Proposals are due by the time and date listed in Block 9 of the SF 33.
