Description
NOTICE: 100% HUB ZONE SET-ASIDE. Numbered Note 27. Project Name: Resource Management Office at Visitor Center of the Cabrillo National Monument, San Diego, CA. Solicitation Number N8110050011. The National Park Service, US Department of the Interior, is soliciting proposals from qualified Hub Zone firms for a firm-fixed-price construction contract, with two option items exercisable solely at the government's descretion, to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to: construction of an approximate 812 square-foot wood framed building with electrical and mechanical equipment. Site work includes but is not limited to demolition/removal of: two trees, an irrigation system, sewer piping and manhole, concrete walks, curb and gutter, aand asphalt road paving. Salvaging and reuse of brick edging in the walk demolition work. Installation of: water piping and yard hydrants, fire sprinkler water piping, sewer piping and manhole, concrete walks, curb and gutter; asphalt road paving, high fence with door, and re-grading of the site Option Item A requires construction of an addition to the wood pole column supported walk canopy. Option Item B requires relocation of the main fire alarm panel in the administration building to the Resource Management Office building. The NAICS code for this project is 236220 and the small business size standard is $28.5 million. Contract duration is 150 days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $250,000 and $500,000. This is a "Best Value" negotiated procurement: the Government will consider an offeror's capability (technical expertise and past performance) in comparison to the offered price, with price equal in importance to the offeror's capability. Offerors will be evaluated on the following: 1. Experience in residential and light commercial construction of wood framed buildings, including the installation of components for seismic compliance; 2. experience in Civil engineering work including site utilities (electrical, water, sewer, and fire sprinkler systems) and sitework, curb & gutter, and paving; 3. project management; and 4. past performance on similar construction projects. A site visit will be scheduled for all interested and qualified parties with the time and date to be announced in the solicitation. The Solicitation and attachments will be posted on electronic commerce on or about August 1, 2005 at the following website: www.fedbizopps.gov. (See FEDBIZOPPS SEARCH, below). All Amendments will also be posted to this website. Responses will be due approximately 30 days following the date of posting of the solicitation unless extended.
