- The types of work that will be required pursuant to a fixed-price type contract will support the U.S. Geological Survey (USGS), the Biological Informatics Office (BIO), in the management and operation of the National Biological Information Infrastructure (NBII). The NBII is a web-based system coordinated by the USGS that provides data and information on the nation's biological resources. The system links biological databases, information products, and analytical tools maintained by NBII partners and other contributors in government agencies, academic institutions, non-government organizations, and private industry. Contractor's work will support the NBII's education and outreach efforts during a base period of one year with two options years. Contractor will (i) organize and facilitate an annual NBII strategic planning session for NBII programmatic staff to develop a consensus on education and outreach objectives and approaches, (ii) direct sessions on outreach and education at the annual NBII All Node Conference; (iii) prepare an annual calendar of programmatic activities based upon the mission and goals of the NBII and NBII nodes; (iv) develop and update monthly a contact list for outreach and education activities; (v) prepare an inventory of NBII accomplishments for stakeholders; and (vi) prepare a statement of node outputs and outcomes in response to metric requirements. Note that nodes organize data, information, and tools into a network structure that allows focus on regional or thematic issues. Deliverables under each requirement will meet a defined delivery schedule. Work will be performed primarily at the service provider's site. Contractor will be required to have a detailed familiarity with critical biological resource issues facing the nation, to have an in-depth understanding of the NBII program; and to have internal and external experience in successfully working within the NBII community. The Government will issue a Request for Proposal (RFP), and offerors will be required to submit written technical and cost proposals in responses to the RFP. The solicitation package will be tentatively published on or before close of business August 1, 2005. The receipt of proposals is tentatively due in the above-referenced office on or before the close of business August 31, 2005. This contract is a total small business set-aside with the North American Industry Classification System code is 541611 and the size standard is $6 million.
