Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to initiate a Basic Ordering Agreement (BOA) with Douglas Equipment Limited, Douglas House, Village Road, Arle, Cheltenham, Gloucestershire, GL51 OAB, United Kingdom. The purpose of the proposed BOA and all subsequent order placed under it is to procure teardown, evaluation, and repair of the MH-60S MK-2C EN Handler, Part Number (P/N) GO5581-2166A0. The proposed BOA for repair services performed in the Continental United States (CONUS) shall be for a period of three (3) years after award. The services will include disassembly and repair to the piece-part level of major sub-components and subsequent reassembly testing and adjustments as necessary. All repairs will be done using original manufactured replacement parts, and the units will be returned to fully operational condition. Douglas Equipment is the sole designer and manufacturer of this equipment. The technical data and drawings for the MK-2C EN Handler, Part Number (PN) GO5581-2166A0 is proprietary to Douglas Equipment Limited. NAWCADLKE intends to procure this under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
