- The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with DDL-OMNI Engineering. The contractor shall provide engineering services to assemble, organize and characterize ultrasonic testing (UT) results from inspections of SSN 21 and SSN 688 Class submarine welded HY-100 steel spherical air flasks and perform analyses on potential for flaw initiation and growth under service cyclic loading in support NAVSEA assessment of spherical air flask re-certification criteria. The short timeframe for providing the results of this task to NAVSEA requires that the provider has particular expertise in submarine high pressure air flasks, high-strength steel welding & non-destructive evaluation, stress analysis, fatigue of structures, fracture mechanics, and fatigue & fracture analyses. DDL OMNI Engineering is uniquely qualified to perform the required work. Based on this unique experience and particular expertise in addressing the tec! hnical issues associated with the submarine spherical air flasks, as well as their expertise in structural fracture and fatigue engineering, DDL OMNI is considered uniquely qualified to efficiently provide the technical engineering services. Only one responsible source and no other supplies or services will satisfy the agency requirements under the authority of FAR 6.302.1. (See numbered note: 22) All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
