- Amendment is issued to clarify the statement of work provided in the initial annoucement. Clauses contained in the initial annoucement remain unchanged and are required. The statement of work is revised to read: Period of Performance: Date of award through September 30, 2005 Place of Performance: NUWC Detachment Pacific (NUWCDET PAC) 1.0 BACKGROUND: Special Operations Forces (SOF) is a key organization to combat terrorism throughout the world. Clandestine ingress and egress are important ingredients for a successful SOF mission. The Navy has invested millions in the development of the new Advanced SEAL Delivery System (ASDS), and they continue to make improvements to the time-proven Swimmer Delivery Vehicle (SDV). The Hawaii Undersea Vehicle (HUV) Test Training and Development Program has been established to provide testing, training and hardware development for Special Operations in Hawaii. A number of unique hardware development tasks, training, tactical operations research and testing programs have been outlined as part of this effort to add value to the SEAL vehicles. 2.0 SCOPE: The contractor shall design, fabricate, integrate, and test a submersible deployable infrared imaging sensor system; and provide hardware system and related documentation. 3.0 REQUIREMENTS: The contractor shall: Support design and fabrication of a submersible deployable infrared imaging sensor system. The system shall be capable of both 360-degree surveillance and narrower field of view, high-resolution image collection. The system shall be equipped with windows and mirrors that are compatible with the sensor operational environment, housing, waveband, aperture, focal length, field of view, and stabilization. Develop image processing solutions and systems engineering during the integration of the sensor system. Conduct sensor tests with incremental complexity, beginning with laboratory check-out and calibration of components, and culminating with integrated system tests in realistic environments viewing representative objects. Provide reports of conducted test plans and results. The report shall include at a minimum, design overview, test result summary, detailed data collected for each test, and design improvement recommendations for the next generation sensor. 4.0 DELIVERABLES: The contractor shall provide the following: Monthly progress reports as stated in item 5.0 Any designs developed for the submersible deployable infrared imaging sensor system Materials required for the fabrication of the infrared imaging sensor system. Report of any conducted test plans and results. 5.0 PROGRESS REPORTS: The contractor shall provide a monthly status report of work completed, work in progress, work outstanding, as well as highlighting problems encountered and anticipated, and hours expended and remaining, and accumulated costs. 6.0 TRAVEL: Multiple trips between Oahu and Kauai for one person for test support and coordination. For estimating purposes plan for three trips to Oahu and three trips to Kauai. 7.0 PROPRIETARY PROPERTY AND INFORMATION: All deliverables including the hardware design and documentation, as well the information that is developed during the execution of this contract, are the property of the U.S. government and will not be disclosed without written permission from NUWCDETPAC. 8.0 All technical clarification will be provided by NUWCDETPAC: Scott Shimizu, phone 808-472-0256 Tammy Sumida, phone 808-472-0235
