Description

The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures, to The American National Standards Institute [ANSI], under the authority of FAR Part 13.106-1(b)(1). The purpose of this acquisition is to allow EPA to use the International Standards Organization [ISO] material in ISO/IEC Guide 25, ISO/IEC Standard 17025, and ISO/IEC Guide 58 permanently in the NELAC standard. This agreement allows for distribution of the NELAC Standard to interested parties in the environmental laboratory accreditation community via EPA?s publicly accessible website and can be downloaded electronically by those parties; and hard copies of the NELAC Standard to be distributed to attendees of the NELAC Annual and Interim meetings and through the National Technical Information Services. The NAICS code for this procurement is 511210. It has been determined that because of the proprietary nature of the software, ANSI is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
