Description
NASA/DFRC has a requirement for development, design analysis, systems engineering, simulation support, software development, hardware development, subsystem testing, software testing, engineering support, and on-site operations support for the High Altitude, Long Endurance (HALE) Project. The effort will require the contractor to develop and test an Airborne Research Test System which interfaces with the HALE aircraft?s standard flight control system in such a way that the aircraft can be operated under the aircraft?s standard flight control system or the NASA-developed research control system. NASA/DFRC intends to purchase the above items and support exclusively from Institute for Scientific Research, Inc. (ISR)of Fairmont, West Virgina. The authority for proceeding with this procurement without full and open competition is 10 USC 2304(c)(1)--Only One Responsible Source. The Government has procured from ISR Airborne Research Test System in support of NASA F-15 Intelligent Flight Control Project. This system will be used to support NASA HALE project. ISR is the developer and sole provider of the Airborne Research Test System. The engineering and techncial support will require design, modification drawings, systems and software specifications and intellectual property which are proprietary to ISR and are unavailable from any other company. Accordingly, only ISR can meet the requirements of this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
