Description
NASA/MSFC has a requirement for exclusive testing and data analysis of the Phase IV Prototype Cryogenic Mass Flow Sensor. Completion of the Phase-IV testing will demonstrate a unique sensing capability for determining mass flow in multiphase cryogenic fluids via a direct density and fluid velocity measurement without violating the integrity of the fluid characteristics. The cryogenic mass flow sensor would increase testing capabilities at Marshall Space Flight Center (MSFC) and possibly create a much improved flight sensor which would have wide range ramifications in propulsion testing, design and vehicle systems. MSFC will be able to anchor the data for traditional computational fluid dynamic models for cryogenic systems. Additional NASA cryogenic activities ranging from ground-based propulsion testing to on-orbit cryogenic fluid storage and transfer will benefit from this development. NASA/MSFC intends to purchase the supplies and services from Madison Research Corporation. Madison Research Corporation has unique experience as they have developed the first three phases of the cryogenic mass flow sensor and were responsible for the testing and analysis of test data. The experience base Madison Research Corporation has obtained from previous testing greatly facilitates the continued development of the cryogenic mass flow sensor. The Government intends to acquire a commercial services using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Monday July 25, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
