- The Social Security Administration (SSA) intends to negotiate solely with Group One Software, a Pitney Bowes Company, 4200 Parliament Pl Ste 600, Lanham, MD 20706-1844, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b) (1) as the contracting officer has determined that the circumstances of the contract deem only once source reasonably available. Streamweaver Software is a print stream engineering tool that is used for document and data control. Streamweaver allows print-ready files from a variety of applications to be changed or re-purposed after they leave their applications without tying up mainframe resources or incurring large programming costs. Streamweaver allows SSA?s technical staff to modify job control language, generate extensible markup language, extract information from databases and perform reporting and auditing functions. The vendor (Group 1, a Pitney Bowes Company), owns all proprietary rights to the software's source code and is the only responsible sole source for maintenance, along with software upgrades; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed purchase order for the maintenance and software license upgrades. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures. Responses to this notice should be submitted by July 29th, 2005. Request for copies of a solicitation will not be honored or acknowledged. Oral communications are not acceptable.
