Description
Fleet and Industrial Supply Center, San Diego, intends to procure Clinical Preceptorship services in support of the Naval School of Health Science, San Diego. The contractor will perform work at various Government facilities located in the continental United States and overseas. The requirement for certification of the Navy Drug and Alcohol Counselors to include a supervised one-year internship is mandated by the Department of Defense (DOD) Directive 10.10.6 and OPNAVINST 5350.4C. To meet this requirement and ensure delivery of quality patient care by competent counselors, individualized instruction in counseling skills development and other related activities must be provided to military and civilian personnel assigned the responsibility of clinical treatment and care. Clinical Preceptorship is a tutorial process in which a person with expertise and skills is responsible for training and evaluating the performance of another person. Clinical Preceptorship involves! case review and direct observation (or indirect observation via E-mail, telephone, and video monitoring) of counseling sessions. The Clinical Preceptorship program establishes and maintains an individualized program to improve and enhance drug and alcohol counselor skill through a hands on approach, the clinical preceptor provides feedback and documentation to assist the Navy Drug and Alcohol Counselors to focus on competency standards and ensures quality patient care by competent drug and alcohol counselors. This is a follow-on procurement to Contract N00244-00-D-0118. A Time and Material Indefinite Delivery Indefinite Quantity Contract is contemplated. The performance period is a Base and four option years. Contract award will be a Best Value evaluation. This procurement is solicited Unrestricted.
