Description
The US Coast Guard is performing market research to identify companies to meet socio economic programs as addressed in FAR part 19. The equipment to be maintained is the Machinery Plant Control and Monitoring System (MPCMS) on board the USCGC MACKINAW (WLBB-30) homeported in Cheboygan, MI. Sources Sought identification number: HSCG-80-06-SS-30EW. The maintenance and support the US Coast Guard requires includes: Annual on-site grooms; Annual participation in dockside and underway performance test, evaluation and validation; Technical consultation for troubleshooting; technical representative?s on site visits; hardware, software, and technical documentation configuration management; tools. The core components of the system are: MPCMS, MPCMS Terminals, Data Acquisition Units, MPCMS Programmable Logic Controllers (PLC), MPCMS Local Area Network (LAN) and Condition Based Monitoring (CBM) System.) Electrowave is the OEM of the equipment and integrator of the system. A one-year contract with up to 1 additional twelve (12) month periods exercised as the government?s discretion is contemplated. The US Coast Guard contemplates a competitive acquisition. The US Coast Guard is soliciting for Hubzone companies and Veterans Service Disabled companies who meet the criteria for maintaining the stated equipment. In accordance with FAR part 19 this Sources Sought is attempting to identify companies who meet the required socio economic programs identified. Certified Hubzone companies take precedence over Veterans Service Disabled companies. If no Hubzone companies identify themselves Veterans Service-Disabled companies will be considered for a set aside. If neither socioeconomic program is identified then the procurement will be issued as either a small business set aside or full and open competition. Therefore small business concerns are requested to identify themselves as well for the purposes of this market research. All responsible sources are encouraged to identify their interest and capability to respond to this requirement. Interested parties must submit a capability statement that sufficiently demonstrates qualification capabilities and previous experience relevant to fulfilling the above requirements identifying experience on the equipment specified herein. Capability statement shall include evidence that the company has access or will have access to Electrowave?s component data. Examples would be a signed agreement with Electrowave, a licensing agreement, certified technicians? documentations etc. A minimum of five (5) years experience is required on the system identified herein. NOTE: Submitting your name is insufficient to persuade the contract office to issue a set aside procurement. This notice is not a solicitation nor is a formal request that a proposal is available. Responses are due no later than 15 days from the publication of this synopsis. All responsible sources may submit a proposal that shall be considered by the Agency. OMBUDSMAN NOTICE ? NOTICE FOR FILING AGENCY PROTESTS ? It is the policy of the US Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the US Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that US Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns the interested party is encouraged to contact the US Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman; solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester?s concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified in wiring, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency?s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protest fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude refilling of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
