- This project is for the Cove Lake Road Reconstruction, Magazine Ranger District near Paris, Logan County, Arkansas, on the Ozark-St. Francis National Forest. The work consists of reconstructing the entry roads, campground loop roads, camping spurs, the day use area parking lot, amphitheater parking lot and entry station. The existing asphalt roads and parking lot will have a 2 inch depth hot bituminous plant mix overlay. The new roadway will have 5 inches of crushed stone and 3 inches of hot mix asphalt. One concrete pipe culvert will be installed. Removal and salvage will include camp site rock masonry, a concrete pad, and timber posts and parking stops. This will be a Request for Proposals which will result in a firm fixed price contract. Proposals will be evaluated using a process considering qualifications, technical and price factors. The relative importance of the technical evaluation factors will be considered more important than the price factor unless the technical evaluation of competing offers is approximately the same, at which time the price factor will become relatively more important. Proposals should be submitted initially on the most favorable terms from a price and technical standpoint. The Government may, after evaluation, award without discussions or conduct further oral discussion with any or all offerors. Award will be made to the Offeror: (1) whose proposal is technically acceptable and (2) whose technical/cost relationship is the "best value" to the Government. Contract performance period is 170 calendar days. The Government's estimate is between $250,000 and $500,000. The NAICS code for this acquisition is 237310, and the small business size standard is $28.5 Million. The successful offeror will be required to furnish performance and payment bonds, each in the amount of 100% of the contract price prior to beginning construction. This project is open to both large and small businesses. A site visit/preproposal meeting is scheduled for August 3, 2005 at 10:00. Contractors should meet at the swimming area at Cove Lake Recreation Site. This project should be available for downloading from this site on or about July 1, 2005. No hard copies of the solicitation will be mailed out.
