Description
The Department of Commerce, National Institute of Standards and Technology intends to enter into negotiations with MetroSage, LLC 26896 Shake Ridge Road, Volcano, CA 95689-9610 with the intent of awarding a sole sole contract in accordance with FAR 6.302-1 and 13.106-1(b). The resulting contract will provide software enhancements to the existing proprietary Pundit/CMM MetroSage software to assist the Dimensional Metrology Program (DMP) within the Manufacturing Engineering Laboratory of NIST, to develop technology to improve US industrial dimensional metrology. Of particular interest to the DMP is the development of software that allows the calculation of task specific measurement uncertainty of coordinate measuring machines (CMMs). This type of software leverages the extensive knowledge of metrology experts at NIST and elsewhere into a package that is accessible to typical industrial practitioners. The DMP has developed a type of computer simulation, known as ?simulation by constraint? to allow the calculation of CMM task specific uncertainty, and this technique has been incorporated into a software package known as Pundit/CMM by MetroSage. The Pundit/CMM software provides an extensive graphical interface that allows industrial users to specify their particular measurement conditions and then executes the simulation by constraints calculation yielding the measurement uncertainty result. Currently, the DMP is performing research and development efforts to expand CMM uncertainty calculation capabilities. Specifically, NIST seeks the ability to calculate the CMM measurement uncertainty for a small number of ?prototypical? workpieces based on an interview conducted between the software and the industrial user (Phase I); this is analogous to the interview process conducted by ?TurboTax? software for the purpose of determining federal tax liability. Additionally, NIST seeks the ability to apply this method of calculation to workpieces having complex surfaces (Phase II). The resulting contract is anticipated to be a one year effort and not to exceed the Simplified Acquisiton Threshold. All responsible sources shall respond by submitting by e-mail a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet the above requirements to the point of contact listed in this notice. The responsible source shall specifically identify their authority to modify the MetroSage proprietary source code to accomplish this effort. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement.
