Description
The Centers for Disease Control and Prevention, National Center for Injury Control and Prevention, Division of Violence Prevention is seeking to identify a firm that can; Independently, and not as an agent of the Government, Complete a literature review of Social Capital Constructs related to the perpetration of Violence Against Women and Adolescent Girls and to identify individual and community levels scales/measures of social capital related to violence against women and adolescent girls. The contractor shall furnish all necessary personnel, facilities, supplies, equipment, travel, transportation and other incidentals required to perform the requirements set forth herein. The vendor will perform the following tasks in the order shown: Initial Conference Call. The contractor shall conduct a conference call with CDC staff within 30 days of the award to discuss the details of the contract. 1. Ongoing communication with CDC staff. The contractor shall work closely with CDC staff to complete the tasks described below. To facilitate close collaboration, the contractor will participate in conference calls with CDC staff on an as-needed basis as determined by the contractor and CDC. 2. Contractor will submit search strategy and terms that will be used to conduct literature review of social capital and how it relates to perpetration of violence against women and adolescent girls for CDC review. The contractor will make revisions to the inclusion criteria as determined by CDC. 3. Contractor will conduct a literature search (utilizing databases such as, but not limited to, PsychInfo, Sociofile, ERIC, and Medline) on social capital and how it has been conceptualized at individual and community levels and studied in relation to perpetration of violence against women and adolescent girls. Contractor will provide CDC with copies of the articles that result from the literature review. 4. Contractor will complete a draft of a written synthesis of the literature on social capital constructs related to the perpetration of violence against women and adolescent girls for CDC review and feedback. 5. Contractor will incorporate CDC?s feedback on draft and complete a final written synthesis of the literature on social capital and its relationship to perpetration of violence against women and adolescent girls. 6. Based on results of the literature review, the contractor will devise inclusion criteria for the identification of individual and community level scales/measures of social capital for CDC review (e.g., whether scale/measure has reliability/validity information, and has been used more widely than just by the developer). The contractor will make revisions to the inclusion criteria as determined by CDC. 7. Contractor will complete a review (utilizing databases such as, but not limited to, PsychInfo, Sociofile, ERIC, and Medline) of individual and community level scales/measures of social capital that are relevant to the perpetration of violence against women and adolescent girls. The contractor will provide a list of potential scales/measures to CDC with information about the intended population, reliability, validity, subscales, and length of the scale/measure, and CDC will indicate which scales/measures should be sought and included. 8. Contractor will gather scales/measures and submit copies of scales/measures to CDC. Copies of all relevant scales/measures and source articles identified in the literature should be submitted to CDC staff in electronic and hard copy formats. 9. Based on the results of previous tasks, the contractor will prepare a draft report summarizing the strengths and weaknesses of the available individual and community level tools to measure social capital as it relates to violence against women and adolescent girls for CDC review and feedback. This report should include recommendations of the best individual and community level tools and, if necessary, ways to adapt existing scale/measures for use in future studies on social capital and perpetration of violence against women and adolescent girls. Contractor should identify copyright status for each tool and any requirements for researchers to use it. 10. Contractor will incorporate CDC feedback and submit a final report summarizing the strengths and weaknesses of the available individual and community level tools to measure social capital as it relates to violence against women and adolescent girls. This final report should include recommendations of the best individual and community levels tools and, if necessary, ways to adapt existing scale/measures for use in future studies of social capital and perpetration of violence against women and adolescent girls. Should a firm outside of the immediate Atlanta, Georgia area be identified for this project, all travel must be of the most economic means and must be pre-approved by the technical monitor for this project. The solicitation with statement of work will be available within 48 hours of this notice. Please note that firms wishing to bid on this solidification are hereby advised of the following; all vendors who wish to bid on this requirement MUST be registered and validated in the CCR prior to award of this Simplified Acquisition. Vendors who submit a quotation are showing that they are already registered or plan to do so. Quotations will be due fifteen (15) calendar days from the publication date of Request for Quotations or July 15, 2005, by 8:30 a.m. local time, whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the Centers for Disease Control and Prevention, 2920 Brandywine Road, Atlanta, GA 30341, Attention: Phil Alexander. Email quotations will only be accepted if dated and signed by an authorized company representative to: PFA5@CDC.GOV.
