- In accordance with Simplified Acquisition Procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP), intends to procure on a sole-source basis with the Public Health Institute, 555 12th Street, Oakland, CA 94607 for follow-on to a previous contract (263-MQ-216193) conducted by the Public Health Institute to conduct quality-assurance work across several languages for the 2003 California Health Interview Survey (CHIS), by applying two survey pretesting procedures: behavior coding of fielded survey interviews, and cognitive interviewing. The ARP plans, conducts and supports research related to evaluating the quality of survey questionnaires used for cancer risk factor surveillance. As part of this mission, the ARP sponsors research intended to develop and evaluate novel forms of questionnaire quality assessment and evaluation. The Public Health Institute shall: a) conduct analysis and dissemination of previously conducted behavior-coding data from the CHIS to include quantitative analysis, using logistic regression and other appropriate statistical techniques, to assess the contributions of both demographic factors and cultural/linguistic factors in assessing the performance of CHIS questions, with a focus on cancer-relevant measures that are asked of all adult respondents (e.g., diet and nutrition, cancer prevention and screening variables), for the adult survey and to disseminate the findings from the quantitative analyses through the production of a research manuscript, such that the contractor shall collaborate with the NCI Project Office to produce a report aimed at publication in a peer-reviewed health journal ; (b) conduct cross-cultural cognitive interviewing of survey questions identified as problematic within CHIS based on behavior coding analysis, and (c) conduct cross-cultural cognitive testing on an NCI-developed cancer-risk perception scale that has previously been evaluated by a separate survey research organization, for purposes of independently comparing the results across organizations. The Public Health Institute was the contractor who preformed the initial study and they are the only organization that has the data and is able to do this follow-up study. The work to be completed requires a significant amount of prior experience and knowledge with quality assessment of data previously collected as part of the California Health Interview Survey (CHIS), across several languages. The Public Health Institute has previous experience with a cross-cultural behavior coding and cognitive interviewing, especially as targeted to the CHIS which make them uniquely qualified to perform the above stated requirements. Continuity of this on-going study is crucial to this project and the Public Health Institute is the only known source to the end-user who has the data to complete this project. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities.
