Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Maine Army National Guard is interested in replacing six mountain top repeaters and six base stations to include installation, programming and training. This acquisition is 100% Smal l Business Set-aside. This size standard is 100 employees. The SIC Code is 3663, the NAICS code is 334210. The Maine Army National Guard is interested in awarding a firm fixed contracting on the following equipment: Purpose: Provide specifications for rep lacement of 6 mountain top repeaters and 6 base stations to make all sites J12 and narrow band compliant. Concept of the Operation: Contract shall program and install all 6 repeaters and base stations at the specified locations. The Maine Army National Gua rd is still awaiting frequency confirmation as we had to re-license all sites due to the narrow-band requirements. The proposed band will be 138-144 MHZ but could be mandated we move to the 148  150.8 MHZ or 380  400 MHZ band. We will get confirmation of the frequencies at a later date. Please indicate if there are additional charges related to us moving from the 138  144 MHZ band to one of the other bands in your proposals. Contractor will provide all software and any additional programming devices, if other than a personnel computer, to allow us to do all programming of repeaters and base stations and provide training of such software or programming devices. Repeater locations: 1.) Spruce Mountain, Woodstock, Maine. 2.) Harris Mountain, Dixmont, Maine. 3.) Passadumkeag Mountain, Grand Falls Township, Maine. 4.) Musquash Mountain, Topsfield, Maine. 5.) Capital Hill, New Sweden, Maine. 6.) Camp Keyes, Building 7, Augusta, Maine. Base Station locations: 1.) Army Air Support Facilities, 92 Hayes Street, Bang or, Maine. 2.) Camp Keyes, Building #39, Augusta, Maine. 3.) Caribou Armory, 120 Sincock Street, Caribou, Maine. 4.) Portland Armory, 772 Stevens Ave, Portland, Maine. 5.) Calais Armory, 119 Calais Ave., Calais, Maine. 6.) Armed Forces Reserve Center, 300 Hildreth Street, Bangor, Maine. 3. Specifications shall meet or exceed the following: A.) Mountain top repeaters will: Have 100 watts (min) of continuous (duty) power transmission, speaker, microphone, be J12 certified, be narrow band compliant, have the a bility for 12.5 programmable channel spacing, have PL tones for 88.5, and 67, have new duplexer tuned for frequency, and be rack mountable. If 138  144 MHZ band is authorized vendor may use current antennas, but if alternate band is mandated, vendor will be required to replace antennas and must indicate a separate price for this requirement. B.) Base stations will: Have 40 watts transmission power, mobile capable to be able to work on 12 Volts DC or 120 Volts AC, microphone, speaker, 12 channels (min), us e the same band, channel spacing and PL tone as the mountain top repeaters, alpha-numeric display to name channels, J12 certified, narrow band complaint, antenna for mobile vehicle and fixed site.
