- Primary Point of Contact for this project is Arthur G. Tuttlebee, Contract Specialist, 817-886-1057. This solicitation under Solicitation Number W9126G-05-B-0007 is for an Indefinite Delivery, Indefinite Quantity Contract to furnish all tools, labor, equipment, and materials for paving services at various locations around Wright Patman Lake, Texarkana, Texas in the counties of Bowie and Cass. This project also includes equipment, personnel, supplies, fuel, maintenance, and supervision to perform paving tasks and associated activities in accordance with contract terms and individual specification descriptions, as ordered by individually issued delive ry orders executed by the Contracting Officer and/or his Representative. The resulting contract will contain a Base Year and four one year option periods. Estimated Project Size is estimated to be between $1,000,000.00 and $5,000,000.00. The solicitati on is tentatively scheduled to issue on or about 02 Aug 2005, and bids will be due on or about 01 Sep 2005. The North American Industrial Classification System (NAICS) code applicable to this project is 237310, Commercial and Institutional Building Constr uction. Small Business Standard is $28.5 million. This is an UNRESTRICTED solicitation. Offers from all responsible sources will be considered. If a large business intends to submit a bid, it must comply with FAR clause 52.219-9, regarding the requirement for a subcontracting plan. The Fort Worth District goals are as follows (expressed as a percentage of the contractors total planned subcontract amount): Small Business Subcontractors 57.2%; Small Disadvantaged Business Subcontractors 10%; Women-Owned Sma ll Business Subcontractors 10%; HUBZone Small Business 3.0%; Service-Disabled Veteran-Owned Small Business 3.0%. The plans and specifications, when available, will be issued on compact disk (CD-ROM) and will be provided free of charge on the issue date. Pl ans and Specifications will not be provided in a paper hard copy format. Notification of amendments will be made through either 3.5 floppy diskettes, CD-ROM, and/or Internet only. However, the Government reserves the right to use only the Internet as notif ication of any amendments to this solicitation.
