Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared by the National Park Service in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a written solicitation WILL NOT be issued. Solicitation N7350050009 is issued as a Request for Proposal (RFP) for Wheel Chair Lift Replacements for Lyndon B. Johnson National Historical Park. The solicitation document and incorporated provisions and clasues are those in effect through Federal Acquisition Circular FAC 05-03. The North American Industry Classification System (NAICS) is 238190 and the small business size is $12.0 Million. The project will include removal of the existing wheelchair lift/step assembly from the bus power unit. Install a new continuously welded stainless steel step assembly and installation of a new BRAUN UVL 855SMXB lift, or APPROVED EQUAL. The new lift shall meet all NHTSA current rules and regulations as stated in 49 CFR 571 of the FMVSS 403 and the attached scope of work. Replace steps and install UVL wheelchair lifts on the park tour buses. Pricing shall be FOB Destination. Quantity 5 each @Unit Price $__________ Total Price $__________ . Evaluation of Commercial Items: The following evaluation criteria will be used to evaluate proposal submission: (1) Technical Capability (2) Price (3) Past Performance. The evaluation criteria are listed in descending order of importance: Criteria 1, 50 points and Criteria 2, 25 points and Criteria 3, 25 points. Award of any contract resulting fromt his solicitation will be made to the responsible offeror whose offer, conforming to the solicitation will be based on best value to the Government, cost or price and other factors considered. Technical quality is significantly more important than cost or price. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. As proposals become more equal in their technical merit, the evaluation cost or price become more important. The Government reserves the right to make award without further discussion.
