Description
THIS IS THE OFFICIAL SYNOPSIS FOR N68711-05-R-0028 15 JULY 2005 BEGINNING OF NEW INFORMATION: Previous reference number: N47408-04-R-2505. Solicitation N68711-05-R-0028 is for one of two contracts to be awarded for Navy?s Ashore Anti-Terrorism Force Protection (ATFP) Program under the Program Management of Naval Facilities Engineering Command (NAVFAC). The ATFP Program goal is to automate and improve the security of Navy shore installations worldwide for Physical Security Equipment (PSE) procurement, installation, and life cycle sustainment, as well as sustainment of Chemical, Biological, Radiological, and Nuclear (CBRN) requirements using a total systems engineering approach. This solicitation is to provide Program Management, Technical Services and Integrated Logistics Management for the ATFP Program. Services include, but are not limited to, program management assistance, providing recommendations for assessments of ATFP effectiveness, standardization, regional systems solutions, engineering efficiencies, reduction in total ownership costs, reduction of manpower, enterprise network solutions, performance based logistics, configuration management, and recommended design and technical solutions based on Commercial Off-the-Shelf (COTS) technology. Solicitation N68711-05-R-0027 will be solicited at a later date for multiple award contracts (MACs) to support the procurement, installation, and sustainment efforts for PSE and CBRN. Note: The resultant RFP will include provision for avoiding organizational conflict of interest. This requirement is set aside 100% for small business, and all other firms are deemed ineligible to submit offers. The NAICS code is 541330, Engineering Services, and the size standard is $23,000,000.00. A Cost Plus Fixed Fee, Indefinite Delivery Indefinite Quantity contract will be awarded to the responsible offeror providing the best value to the Government. The period of performance is for a base year and four one-year options. The estimated maximum dollar value over the base year and all four option periods combined is $50,000,000. Task orders will range between $2500 and $3,500,000. The only work authorized under this contract is work ordered by the government through issuance of a task order. The government makes no representation as to the number of task orders or actual amount of work to be ordered; however, during the term of the contract, a minimum of $25,000 is guaranteed to be ordered during the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. The government intends to evaluate proposals and award a contract without discussions. The solicitation (Request for Proposal (RFP)) will state all requirements for submittals of proposal data. This solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and solicitation amendments will be posted on the NAVFAC E-Solicitation Website at http://www.esol.navfac.navy.mil. The RFP will be posted on the E-SOL website on or about 29 July 2005. Proposals will be due approximately two months later. It is each offeror?s responsibility to check the website for any amendments. There will be a pre-proposal conference on or about 17 August 2005. Details will be posted on ESOL at a later date. Interested parties are required to register for the solicitation at the NAVFAC E-Solicitation Website. Each contractor must be registered, or in the process of registering, on the Department of Defense (DoD) Central Contractor Registration (CCR). No contract award will be made to any contractor that is not registered in the CCR. END OF NEW INFORMATION ################################################################## Naval Facilities Engineering Command (NAVFAC) intends to issue a solicitation, as a Small Business set-aside, resulting in a contract for Program Management Support and Logistics Expertise for the NAVFAC Anti-Terrorism Force Protection (ATFP) Program Office. The contract is planned to be a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) Cost-Plus Fixed Fee contract (CPFF). The Contractor will assist the ATFP Program Office with the management and logistics of a Multiple Award Contract (MAC), for the Procurement, Installation, and Sustainment of Anti-Terrorism Force Protection (ATFP) equipment and related services. NAVFAC will utilize the PM Support Contractor in operational assistance of the Multiple Award Contracts (MACs) in support of the PSE and CBRNE procurement, installation, and/or sustainment efforts. The PM Support Contractor will serve as an independent advisor for the overall ATFP Program. These services include providing recommendations for assessing top-level ATFP effectiveness, standardization, regional system solutions, and the assessment of design and technical solutions based on Commercial-Off-The-Shelf (COTS) technology. The goal is to provide an overarching design assessment/recommendation to the ATFP Program at the most cost effective manner. The contractor may be required to provide the services described herein to other Department of Defense activities or civilian Federal agencies. The contract is planned for a late calendar year 2005 award, with a base year award, and four (4), twelve (12) month options. The actual solicitation will be posted electronically at NAVFAC?s on-line solicitation website (http://esol.navfac.navy.mil/). This solicitation is a revision of an earlier NAVFAC posting for solicitation number N47408-04-R-2505, entitled ?Worldwide Force Protection Integrated Logistics.? The procurement and administration of this award will be through the Southwest Division, NAVFAC ENG COM, Specialty Center Contracts Core/AQN, Naval Base Ventura County, 151 36th Street, Suite 2, Port Hueneme, CA 93043-4438. The NAVFAC Solicitation number for this planned solicitation is N68711-05-R-0028. Synopsis is anticipated to be issued late June 2005.
