Description
The Regional Contracting Office, Northeast, Marine Corps Base Quantico, VA announces a forthcoming procurement to contract with at least one responsible vendor for (1) Developing programs/courses of instruction, (2) Providing periods of instruction on English writing and dialect on both a primary language and secondary language barrier to groups of 75 or more students, and (3) Administering tests and evaluation grading standards. Additionally, the responsible vendor will be capable of (1) Providing Adjunct Faculty to develop and teach a course in Rhetoric and Exposition for students at the US Marine Corps Expeditionary Warfare School, Quantico, VA, (2) Providing standardized English courses of instruction at all six Marine Corps Staff Noncommissioned Officer Academies (SNCOA) located at various geographic locations, such as: Quantico VA, Camp Lejeune, NC, Camp Pendleton CA, Okinawa, Japan, 29 Palms, CA, and Kaneohe Bay, Hawaii, throughout the Marine Corps, and (3) Pro! viding Adjunct Faculty to develop and teach a course in Rhetoric and Exposition to International students at the Marine Corps Universities Command and Staff College, Quantico, VA. This solicitation may result in multiple awards or a single award. The Government anticipates issuing a Time and Materials contract to the successful offeror or offerors representing the best value to the Government. The Government intends to award prior to 5 September 2005. The provisions at FAR Part 52.212-1 Instructions to Offerors ? Commercial Items apply to this acquisition. All future information relative to this procurement will be available to industry through the FedBizOpps and NECO websites. Offerors shall submit separate technical and cost proposals, along with three (3) copies of each. The period of performance consists of a 12-month base period, with four 12-month option periods commencing from date of award. All terms and conditions will be included in the solicitation. The anticip! ated release date of the solicitation is within the next 5 business days. The closing date for receipt of quotes will be 19 August 2005. The solicitation will be available to industry through the FedBizOpps and NECO websites. This procurement is 100% Small Business Set-Aside. The NAICS code 611710, Educational Support Services, with a corresponding 13 CFR 121 size standard of $6 million average annual receipts. It is the responsibility of the interested parties to independently review the referenced web link frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the Request for Quote (RFQ) and amendments, if any. Telephone calls will not be honored. The solicitation will identify how the Regional Contracting Office will address questions.
