Description
The Environmental Protection Agency (EPA) Office of Underground Storage Tanks (OUST) is currently seeking sources for a potential requirement for support services that provide compliance assistance in Indian Country across the United States. The background, goals, policies and statutes relevant to OUST's compliance program can be accessed via the Internet at the following web address: http://www.epa.gov/OUST. The contractor will conduct compliance assistance activities (e.g., helping owners and operators understand the equipment and operation/maintenance activities that are needed to comply with the UST regulations) through site or facility visits in Indian Country, providing training to tribal owners/operators and tribal environmental staff concerning the UST regulatory requirements, providing training on the proper operation and maintenance of UST equipment, (e.g., corrosion and leak detection testing, equipment checks, having repairs made when problems are found, keeping appropriate records, etc.), providing tribal owners/operators with an UST facility-specific operation and maintenance workbook, and providing EPA with information on UST equipment at specific facilities in Indian Country. This procurement will not involve any engineering or construction activities such as the actual design, installation, removal, upgrading and/or closing of any underground storage tank systems; nor will it involve any cleanup activities, such as site assessments and/or remediation. This is a Sources Sought Synopsis only. This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The proposed requirement mentioned herein is being considered for Native American and Service Disabled Veteran-Owned Businesses (SDVBs). The government will use responses to this sources sought synopsis to make appropriate acquisition decisions. The Superfund/RCRA Regional Procurement Operation Division, Washington, DC, Office of Contracting is currently seeking potential Native American and SDVBs who can perform all of the Performance Work Statement (PWS) requirements. Any resultant contract is anticipated to be a Firm-Fixed Price type of contract. The PWS requirements fall under NAICS code 541620, interested Native American and SDVBs must demonstrate in their qualification statements that they are qualified to perform the PWS under this NAICS code. Firms responding to this sources sought synopsis are also requested to provide the US EPA with relevant experience in the knowledge areas listed under the tasks that follow. Responses must be submitted electronically to Barbara R. Requirement and programmatic information including PWS task areas are outlined below: Underground Storage Tanks Compliance Assistance Support in Indian Country. BACKGROUND. This contract will support the EPA Office of Underground Storage Tanks= (OUST) mission of working with its tribal partners to prevent and detect petroleum releases from USTs by ensuring that compliance with release detection and release prevention requirements (spill, overfill, and corrosion protection) are a national priority. While the vast majority of active USTs have the regulatory equipment, significant work remains to be done to ensure that UST owners and operators maintain and operate their systems properly. EPA may use State and Tribal Assistance Grants (STAG) funds for its Regional Offices to implement the UST program in Indian Country. The Contractor shall provide support to OUST to assist with its goals of helping to build strong tribal underground storage tank (UST) programs, to provide compliance assistance to tribal owners and operators, and to improve compliance rates with UST requirements. The Contractor shall demonstrate their knowledge, understanding and capability of the underground storage tanks requirements, specifically compliance assistance. TASKS. The Contractor shall coordinate closely with EPA regional staff and, as directed, with tribal staff prior to providing compliance assistance support. The contractor shall be knowledgeable with UST regulations, equipment and proper operation and maintenance of the equipment. The contractor shall relate all compliance assistance information relevant to the UST facility in a clear and understandable way. The types of compliance assistance support the contractor may be tasked to provide may include the following: 1. Conduct compliance assistance visits demonstrating to an owner/operator what he/she needs to do to come into compliance and maintain compliance. 2. Train tribal owners and operators and tribal environmental staff concerning regulatory requirements 3. Train tribal owners and operators on the proper operation and maintenance of UST equipment, such as corrosion and leak detection testing, equipment checks, having repairs made when problems are found, keeping appropriate records, etc. 4.
