- The Environmental Protection Agency, Office of Science Coordination and Policy, is soliciting proposals to provide laboratory assay validation technical support services to fulfill the requirements of the Endocrine Disruptor Screening Program (EDSP). The objectives are identified in three major sections of the statement-of-work, as follows: (1) technical services required for laboratory coordination and testing, required laboratory qualifications, and specific types of studies that may require laboratory and related technical support for the validation of assays needed for the EDSP; (2) technical support required for coordinating with the chemical repository, data coordination center, and quality assurance/quality control management system maintained separately; and (3) technical support for document preparation and training material development. The solicitation is expected to result in multiple awards of Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to up to five qualified offerors. If fewer than five offerors are determined to be qualified, less than five awards will be made. The contract(s) will consist of one (1) 12-month base period of performance and four (4) 12-month option periods of performance. The minimum quantity for each contract awarded will be 100 hours for each period of performance with a maximum estimated total of 127,270 hours (maximum quantity per each 12-month period of performance is as follows: Base period, 28,600; Option I, 28,270; Option II, 25,960; Option III, 22,220; and Option IV, 22,220). The North American Industry Classification System (NAICS) Code for this effort is 541710. It is anticipated the solicitation will be released on or about August 3, 2005. Proposals will be due approximately 30 days following the issuance of the solicitation. The solicitation, Statement of Work (SOW), amendments (if any), and other related information will be available via the Internet at http://www.epa.gov/oamhpod1/oppts_grp/endocrine/index.htm . Prospective offerors are to monitor the Internet for the status of this solicitation and shall download the solicitation from the Internet as hardcopies of the solicitation will not be provided.
