- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) in Washington, DC intends to award a Purchase Order to the World Resources Institute (WRI) of Washington, DC under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to develop customized emissions accounting tools for India and Mexico. Under this purchase order WRI will identify local partner institutions, provide a training session on the latest versions of the relevant GHG Protocol tools, assist with the establishment of the key needs and objectives of the stakeholders developing the customized measurement methodology and tool, provide technical support and guidance, provide quality control, design and conduct of road testing of the final draft of the customized tools, and organize an international peer review process. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that WRI is uniquely qualified to satisfy the Government's requirement as WRI has a unique familiarity with the corporate inventory tools and methods and accumulated experience in developing the general sector-based GHG protocol tools and customized GHG measurement tools in India and Mexico. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Denise Roberson, Contract Specialist at roberson.denise@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
