Description
This request is for information purposes only. NO SOLICITATION WILL BE ISSUED IN RESPONSE TO THIS ANNOUNCEMENT. The U.S. Office of Personnel Management (OPM) may issue a solicitation for services of a contractor to provide pre-review, review, closing, adjudication, and post-closing support for fieldwork background investigations (BI). OPM provides BI products to civilian and military Federal departments and agencies. These investigations are completed by both Federal employees and contractors. BIs are required to determine an individual?s eligibility for access to classified information, assignment to or retention in positions with sensitive duties, or other designated duties requiring such investigation. These investigations often involve personal and intimate details of an individual?s life and must be processed and conducted with tact and discretion. The Contractor will support conducting BI?s on Federal government applicants, employees, military personnel, contractors performing sensitive work, and individuals being investigated pursuant to Federal regulatory requirements. The Contractor will also review and close national agency check type cases. The Contractor may also provide services associated with other investigation types such as applicant suitability cases, and support services for reimbursable Security/Suitability, Merit Fraud, Trust Fund investigations, and Diploma Mill referrals. The Contractor will perform all pre-review and review work, analysis, and prepare reports and routine correspondence for these orders. The following general processes are involved in the pre-review, review, closing, adjudication, and post-closing support of a typical BI: 1. modified scheduling; 2. case control; 3. pre-review; 4. case review; 5. close pending/close complete; 6. adjudication support services; 7. telephone liaison (customer service/inquiry processing); 8. quality control; and 9. post closing processes SORT processing (if authorized). The contractor will be required to provide all support services needed to process and ensure the quality of all products provided by OPM to its customers. These services require clerical, technical, and professional personnel. The contractor will perform services at OPM?s Federal Investigations Processing Center at Boyers, Pennsylvania or at another site pre-approved by OPM. The purpose of this synopsis is to ask small business concerns to submit capability statements to evaluate as a basis for determining whether this acquisition should be conducted as a small business set-aside pursuant to Federal Acquisition Regulation Subpart 19.5. No contract will be awarded as a result of this notice. A separate synopsis will be published prior to the release of the solicitation. The North American Industry Classification System is 561611. A small business is defined as having an average annual net income of $10,500,000 or less over the past three years. It is important that submitted capability statements include complete information addressing each of the above information requirements. OPM requests small business concerns submit capability statements that include the following information: 1. Description of the company?s organization including the facilities and financial resources available and any foreign ownership or control of the company, of any parent company, of any subordinate company, and/or other foreign holdings; 2. Description of the company?s experience and past performance conducting pre-review, review, closing, adjudicative, and post-closing support of BI?s and provide names and phone numbers of references that can attest to the company?s past experience; and 3. Description of the personnel resources available or ability to obtain resources, and the qualifications and experiences of such personnel to perform or manage investigative work. Capability statements will be reviewed to determine whether the contract may be a set-aside for small businesses. Responses to this synopsis must be received no later than 12:00 p.m. on July 29, 2005.
