EXTENSION: SOLICICATION SBAHQ-05-Q-0025 DEADLINE IS JULY 19, 2005 AT 2:00 PM Revamping content of womenbiz.gov web site Proposed project would focus primarily on increasing the robustness of the content aformentioned web site, utlizing input and beta testing from a select number of women business owners and federal agency women's business advocates in Offices of Small and Disadvantaged Business Utilization (OSDBU's) who will be identified by the NWBC. Secondarily, we seek recommendations on reorganizing and reprogramming the web site to take advantage of new web technologies. STATEMENT OF WORK ? REVAMPING CONTENT OF WOMENBIZ.GOV WEB SITE BACKGROUND The National Women?s Business Council is a bi-partisan public policy advisory body created to serve as an independent source of advice to the President, Congress, and others on economic issues of importance to women business owners. The Council is committed to: Conducting research on issues of importance to women business owners and their organizations; Communicating these findings widely; Connecting the women?s business community to public policy makers; and Providing a platform for change to expand and improve opportunities for women business owners and their enterprises. Several years ago, in response to demand from the women?s business community for information and guidance on how to access federal government procurement markets, the National Women?s Business Council launched the web site www.womenbiz.gov. The side contains information on the steps required to enter into the federal procurement arena, including links to government agency web sites and information on procurement fairs and matchmaking events. However, in the years since the launch of that site, there have been advances in Internet/web site technology and more information and links in the federal procurement system. This proposed project would focus primarily on increasing the robustness of the content and included linkages of the aforementioned web site, utilizing input and beta testing from a select number of women business owners and federal agency women?s business advocates in Offices of Small and Disadvantaged Business Utilization (OSDBUs), who will be identified by the NWBC. Secondarily, we seek recommendations on reorganizing and reprogramming the web site to take advantage of new web technologies. (This should be listed separately in the cost proposal.) STATEMENT OF WORK Task Number One: Review womenbiz.gov web site and make preliminary recommendations on revamping, increasing content and connectivity of web site. If option to restructure web site is approved by NWBC, provide preliminary recommendations on restructuring of web site pages. Task Number Two: In consultation with NWBC staff, assemble two small (6-8 each) groups to act as virtual focus groups or beta testers: 1) women business owners who are active or interested in the federal marketplace; and 2) staff of federal OSDBU offices who are charged with working to increase their agency?s spending with women-owned small businesses. They will be asked to review the existing site, provide recommendations, and review and perhaps beta test the proposed changes. Task Number Three: After review of proposed changes, provide NWBC with a page by page update of the content of the womenbiz.gov web site, in a mutually agreed-upon format. Task Number Four: If web site structural changes are agreed to, provide the new or altered pages in a mutually-agreed upon format, working with SBA web master staff to beta test the structural changes. Task Number Five: Provide final archived copies of all text and/or code, both electronically for easy integration to the existing site and on CD for archival purposes.. PROGRESS REPORTS The contractor shall be required to provide regular reports detailing the progress made on the project and identifying and addressing problems encountered. This progress report shall be delivered to the Contracting Officer?s Technical Representative (?COTR?). Progress payments will be made upon receipt of these regular reports, up to 80% of the contract value. Upon successful completion of the project and provision of all deliverable products for the project, the final payment of 20% of the contract value will be approved and made. PERIOD OF PERFORMANCE The period of performance of this contract is approximately 6 months from date of award, as outlined below: Task Time Kick-off meeting Day 1 Report of preliminary suggested changes to web site content Day 30 Assembly of women business owner and OSDBU ?beta testers? to provide input on content (and perhaps design) changes to web site Day 60 Final agreement on revised content/structure of web site after beta tester input Day 120 Draft web site revisions submitted for review Day 150 Approval of revisions Day 165 Delivery of final product(s) Day 180 DELIVERABLES The contractor shall provide the NWBC with all updated content files for the womenbiz.gov web site ? and any other agreed-upon materials and/or computer code ? in an agreed-upon format. (The format requirements will be agreed upon after consultation with SBA web programmers.) These files may be submitted electronically, but should also be submitted on CD for archival purposes. The contractor shall submit the copies directly to the National Women?s Business Council, 409 3rd Street, SW, Suite 210, Washington, DC 20024. REQUEST FOR QUOTATION The successful contractor will respond to this request by: Providing five (5) copies of a succinct proposal of no more than 10 pages (including resumes and other addenda) and cost estimate for the aforementioned tasks. The cost estimate should be separate from the technical proposal and should include all costs associated with the project, including any travel, beta tester compensation/honoraria, delivery or other miscellaneous costs. As noted earlier, any proposed costs for reorganization of the basic structure and/or code of the web site should be listed separately as an option. Responding directly and clearly to each of the items in the statement of work. Demonstrating relevant past experience and competency related to the contract tasks, and ability to meet the technical requirements of the project. The National Women?s Business Council is especially interested in receiving quotes from women-owned businesses. EVALUATION This contract award will be based on the most technically acceptable proposal offering the best value to the government, and its award is subject to the availability of funds. EVALUATION CRITERIA FOR PROJECT This project will be technically evaluated based on how well the proposal addresses the following elements. Cost will also be a factor, with the technical evaluation comprising 70% of the review and the cost 30%. Element Number of Points Responds directly and clearly to each of the items in the statement of work. 15 Offers a creative approach to the statement of work and the tasks associated with the project. 25 Demonstrates relevant past experience and competency related to the contract tasks, and the ability to meet the technical requirements of the project. 20 Cost. 25 Bidder is a women-owned business. 15 Total Number of Points Up to 100 Bidders receiving fewer than 60 points will be deemed technically unqualified and will not be considered for the award regardless of their cost proposal.
