- The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Analytical Chemistry Division, intends to negotiate on a sole source basis under authority of FAR 13.106(b)(1), with Praxair Distribution Southeast LLC of Melbourne, FL for Ultra High Purity Nitrogen Zero Gas with low Argon. NIST has contracted with the NASA Kennedy Space Center (KSC) to certify gas mixtures for use in monitoring of systems in the space shuttle. The UHP Nitrogen Zero Gas with low Argon being requested from Praxair is for the preparation of NIST primary standards of Argon in Nitrogen, Oxygen in Nitrogen, Helium in Nitrogen, and Hydrogen in Nitrogen. These will in turn be used to certify mixtures for NASA. NASA KSC uses UHP Nitrogen Zero Gas with low Argon from Praxair for their mass spectrometer-based hazardous gas detection equipment for the space shuttle. NASA has requested that NIST use the same Nitrogen for preparing standards. NASA?s specifications are for low Argon content at less than 5 ppm which Praxair has been able to achieve. Additionally the nitrogen must have no more than 5 ppm total of water, carbon monoxide, carbon dioxide and hydrocarbons which the nitrogen from Praxair can meet. Sole source determination is based on the need to meet and maintain NASA?s stringent requirements for purity. In addition NIST must use the UHP Nitrogen Zero Gas with low Argon from Praxair Distribution Southeast LLC to ensure 100% compatibility. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 5, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
